The status quo results in the complete suspension of elections, only for cabinet members between the representative systems. Is any member of Thaecia who is part of the WA automatically a citizen? If so, what are the benefits of being a citizen?
Well (and this likely isn't an extensive list), you can vote in citizen elections such as referendums or for representatives. Speaking of representatives, you can run for office as a citizen, or get appointed to ministerial positions in government. There's probably some other benefits too, but someone like Brototh or Ambis might be better to ask about that.

We believe that Thaecia's politics are much more complex than some simple fixed and centralized decisions, which is why we identify ourselves as a centrist party, which recognizes that not everything is so simple that it can be decided with a "yes or no". There is certainly a prejudice towards those who think this way, saying that they are "without principles and unaware of Thaecia", but on the contrary, we understand Thaecia, and we understand that she needs to gather the best for herself.
We understand Thaecian democracy as the main factor in the composition of our region, which is why everything must be done to value it, nothing should go against the interests of Thaecian citizens. For us, democracy is what moves our politics, which is what moves our community, which is made up of citizens who enjoy democracy. That is why we defend the valorization of all political-cultural-communal facets of Thaecia.
In other words, we can say that the Commonwealth Party is driven and composed by its fundamental values, which are:
1- Democracy as the great value of Thaecia; as it is the factor that serves the interests of the community.
2- Politics; as it is the factor that allows the communal functioning of democracy.
3- Community; attracted and maintained thanks to the two previous factors, which only exist because of it. All power emanates from the community, which exercises it by itself.
Article I - Any Thaecian citizen can join the party, having any fair rights prescribed by law, and committing to the duties set out in Party Resolutions.
Article II - There will be a Directory, made up of five members elected directly by all party members, with the responsibility of maintaining stability and directing the policy of the party.
Article III - Until the party reaches 15 members, the Directory will be composed of the first five members of the party.
Article IV - Elections for the Directory will take place one day later the begin of the Parliament's eache term.
Article V - If a motion of at least 6 signatures calls for the removal of one or more members of the Directories, a vote must be called among party members to decide on the deposition; if this is approved, an election must be called to fill the position of the deposed.
Article VI - The Directory will have the power to create Party Resolutions, which must provide for the organization and proper functioning of the party, in addition to indicating the Directory's recommendations on political-ideological matters.
Article VII - Party Resolutions must have their provisions complied with by party members.
Article VIII - The Directory's political-ideological recommendations must be accepted by members who hold political positions in Thaecia.
Article IX - The Directory will have the right to apply sanctions to members who disrespect Party Resolutions.
Article X - Until there are five members, all functions of the Directory will be fulfilled by the party's Interim President, Lythusia.

Hello citizens! Observing the remarkable current period that Thaecia is going through, and believing that the political activity and participation of all citizens are essential, I would like to demonstrate a project that I have been idealizing since the beginning of the Constitutional Convention: a political party. As I am one of the newest members from the region to hold a political office, I think the party manifesto is a call for the renewal and adequacy of Thaecian policy moving forward. The objective is to move towards a highly sustainable community, which follows the rhythm of two joint branches: culture and regional politics, guiding Thaecia towards the triumph of the region.
