Honestly what worked for me was just answering a lot of issues, I started with a terrible economy and somehow made it grow, otherwise if you don't care for the rest of your stats just trying to always go for the issue that seems like the biggest money grabber. (alternatively some issue results are archived on a site but it's not as fun)
