No. If you've heard of raiding and defending, that applies to regions, not nations, so for instance someone could take over 10000 Islands, but not Syvie or Evil Dictators Happyland. (In practice, the couldn't take over XKI, but shush, it's an example.)
In addition, there's a "Challenge" button, but that compares your stats, it doesn't let you control the targeted nation.

You're still dead meat if someone challenges you, though, as your 0.0% victory rate in "Challenge" can attest to. ;)

Yeah, no matter which one of us challenges him, it's gonna be over round 3 at the latest. Still, I don't pretend to be the strongest. The last time I brought up how I was somewhat proud of my level, Candlewhisper Archive kicked my @$$ twice in a row. Currently, I'm trying to level grind so I can actually be one of the strongest, but that kinda sputtered since I basically already am and there are few people that aren't either stronger than me or weaker than me by a near-insurmountable margin.

Ha, yeah, I spent a lot of time playing the Challenge game before I realised you could submit new issues to the game, and that kind of became my new thing.

The trick here is as follows:

1) Note down the highest level opponent you have never defeated is.
2) If that level is equal or lower than your current level, then use matchmaker to find someone of that level.
3) Challenge that person, and reroll until you get a flawless victory.
4) Repeat process until the highest level you have never defeated is your own level.
5) After that, challenge any nation 3 levels below you or more, ideally in your own region, and ideally only once per person. Aim to win on the first roll, restart if not.
6) Once your level increases return to step 1.
