The Directorate of PUTAT is a mammoth, orderly nation, renowned for its free-roaming dinosaurs, state-planned economy, and stringent health and safety legislation. The hard-nosed, cynical, humorless, devout population of 7.097 billion kleptomaniacs are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Student exchange programs are in trouble as everyone wants to leave but no-one wants to come, signs at the border tell international drivers where they can put their cars, cholera is seen as the holiest of diseases, and men stare at wall-pictures of Leader's face when they visit public urinals. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. PUTAT's national animal is the crow, which teeters on the brink of extinction due to toxic air pollution.
