An aide rushes into the office of Major Kakule Ngongo, an abandoned conference room that looked as if it hadn't been touched in five years. Ngongo was the commander of the Nueva Vegas garrison of the COMISEQ mission, made up entirely of Lyoan troops. Since arriving in the city, the Lyoan army had instituted a number of patrols as well as set up checkpoints in which persons were searched to ensure they were not Calhounist or loyalist insurgents. The aide slowly closes the door, nearly out of breath. Ngongo looked up from his desk, where he had been reviewing reports from his subordinates.

"What the hell is going on?", Ngongo says.

"Sir, a group of angry Sequoyans are marching on the base. From what I've been told, it seems they intend to attack us.", the aide explains.

"Sh*t. Mobilize everybody we've got at the base. We're not about to lose this city to a mob of drugged-up Squgs."

"Yes, sir."

The aide rushes out of the office, and begins relaying the Major's orders to the other officers in the building. Soon, they begin to position troops in defensive positions around the building. Much of the troops in the unit were used to bush fighting, they were not police, and they were not prepared to break up a riot.

Soldiers lined the front entrance of the building, Creeperian-made rifles in hand. Several machine gunners had been positioned on the building's roof, as well as on several floors where the windows had been broken or left open. Several groups of soldiers remained inside the building to act as reserves in case the protestors broke through the first line. Inside, Major Ngongo, his aides, and important officers were preparing for a possible escape. Important documents were stuffed in briefcases, and the staff procured firearms of their own. A message was sent to the Lyoan high command for the operation, based in the old rebel capital of Timpanogos, informing them of their situation.

As the protestors approached, the soldiers stood ready, waiting for the order to fire...

The protest continues to escalate. Several pebbles are tossed at the Lyoan troops. MacGuire starts a chant in Lyoan, shouting "Free Sequoyah!" over and over again. The crowd advances a few inches as people on the front line stumble forward.
