Given that this a Security Council Resolution, it requires a simple majority to pass (without counting abstentions), but can be vetoed by members of the Big Three.

The Creeperian delegation votes in favor of this resolution as slavery is immoral and wrong. Sequoyah might claim that it is in their right of national sovereignty to denounce this resolution, their legalization of slavery indicates that they surrender their right to sovereignty. Creeperopolis will send observers.
