And by rare cases I mean genocide-committing fascist dictators with the physical strength of the bear, severe mental illness, and the tendency to kill fellow inmates, guards, and basically cause more trouble than his or her life is worth... Or a killing-addicted serial killer with a kill count of three hundred who will take any opportunity to brutally murder fellow inmates, guards, visitors, lawyers, the judge, and any human being, essentially...
We don't call that "punishment." We call that "self-defense." Self-defense is totally legal.
Because, with its large mouth and bass voice, it will be a very welcome addition to the Royal Choir of Minas Tyrrith.

I don't care what it takes: If it requires a Constitutional amendment, I'd push that forward.
Even if I won't finish the move in my 8-year double-term (assuming I get reelcted), at least I'll leave a legacy for my successor.
