You're right, but why did you bring this up now? Plus, shouldn't you be focused on the current events that are unfolding because of the current president?

A secret treaty can be beneficial in certain circumstances. If I can play devil's advocate for a moment, let me put this hypothetically:

You reside in a well-established but stagnant region. The founder hasn't been online in half a year or so, and you begin seeing more and more nations flooding in that subscribe to an ideology that is incongruent to your own. Eventually, the seated government slowly begins to fade away, and you see a new, less savory regime start gaining a foothold. An election is held, and suddenly you find yourself governed by a proto-fascist autocracy controlled by several puppet states all subservient to a dictator that would, say, poison the water supply of Oatland (if we were imagining such an issue in our own backyard). To maintain the safety of your people and the political status quo, you would keep your head low, speak duckspeak, and march to the beat of their drum. Behind closed doors, however, perhaps in secret telegrams between yourself and the last remaining friendly nations in your home region, you begin hatching a plan to tilt the balance of power back into your favor by creating unassuming puppet states to overwhelm the outwardly hostile new administration that runs your borders and has the power to eject you at will. Come next election cycle, they would have no reason to lock down the region or assume that there was any threat to their power. Out of nowhere, BAM! You successfully vote the head of state out and secure your homeland's freedom without ever needing to open a dialogue with people who will ignore your pleas for civility or rational thought regardless of your moral superiority.

This is, again, purely hypothetical, and the Armed Republic still has not made a decision with regards to the current proposal. It's important to consider both sides of the issue, however, and the other side of this coin has already been described excellently by New dacau, Toxsic, and Hippie wonderland.

I was just reading the government page. I didn't know if someone had forgotten to update it and you were simply filling the office to ensure the work was done or not. You're clearly doing a fine job, but it would be... interesting, to say the least.
