You can't reverse your answers to issues, but sometimes a new issue will arise that will allow you to correct a past mistake. If you answered one issue by outlawing capitalism (this is just an example), later down the line you may get an issue that when a certain answer is followed, you reverse the decision and legalize capitalism again. That doesn't apply to all NS issues though.

There is no mechanic for “declaring war’ on other nations. Essentially, the issues you answer are nothing more than satirical window dressing.
Nationstates stats don't actually count for anything, so if you want to actually experience the site meaningfully, you need to participate in a regions community or participate in the sites forums.
So join our regions discord and participate, you will find our all Regions RP Map and activities in the discord server, each with their own channels and signup pages.
