Here is the main design for both of the shuttles landing on the planet.

The main space ship has already been created by the The asari for carrying the shuttles.

The WA delegate position is different, it's not elected. It's only appointed to trusted members of the region to serve until they can't/don't want to.
Plus, many delegates serve a lot longer than a month on NS, I think most terms tend to be around 6 months?
