Nukes are banned from actually play right? We usually ban them or severely limit them (Like players have to agree to it) due to their god mode nature
up to spec but imo they shouldn't be banned but discouraged. You can still make interesting stories where they are a threat in a limited capacity but I don't think people should be jumping to them right away. Especially since this is basically Alt Cold War weirdness, I think it's more neat if they remain in play as an actual threat that players have to think about.
But I also think they shouldn't be freebies. Only the nations that had them IRL within their territory should start with them, and if you don't have them to begin with, then you should have to go through the process of creating them, meaning you need the resources and the time and effort to spend catching up on it. Same as how you should have to consider oil and other stuff liek that, you should have to think about uranium as well.
