Repeal “Liberate Utopia”

1. Summary
This Repeal targets SC #13, Liberate Utopia, and removes an otherwise uninteresting, unnecessary, and ancient Liberation resolution off the table. While there are supposedly natives against the removal of this badge, the overall sentiment for SC Housekeeping has generally been positive. Liberate Utopia is a relic of a different time, for the region and for the game. Keeping it in place serves nobody.

2. Delegate Voting Recommendation
With four r/d and casual puppets sitting in the region, claiming to be natives, Utopia has really sparked off two separate conversations recently, which I think is rather impactful for a resolution removing an old badge from a functionally dead region. The recognition of regional sovereignty is really just a recognition of the capacity to function, and Utopia is on Team Dead Region, at the moment. Nativeness is a difficult question to tackle, and the author has laid out their points clearly (with encouraging support from WA bigwigs) and succeeded in convincing me to recommend a FOR vote
