The Federation of Han Dae, or Han Dae, is a federal republic located on the -- continent.

It is believed that civilization existed in Han Dae since at least the 6000s B.C., and it is estimated that humans began inhabiting the area much earlier. In the region that forms the territory of present-day Han Dae, three independent states existed until the 10th century, but they were unified into a single state. In the mid-20th century, blatant regional discrimination and political oppression by the dictatorial regime ruling Han Dae triggered a civil war, and the civilian militias emerged victorious after four years of conflict. After the civil war, Han Dae introduced a federal system that delegated autonomy to each region and faction, except for important sectors managed by the central government.

Han Dae is a country that has established a democratic political system, where all citizens are guaranteed equal political rights regardless of race, gender, or origin. The National Council, the legislative branch, is elected through general elections held every four years for all citizens aged 16 and older, and holds not only legislative authority but also the power to form the executive branch. The National Council is checked through the 'recall system,' which allows for the removal of specific members or a vote of confidence in the legislature if a certain percentage of the public participates. The Justices of the Constitutional Court and the President of the Constitutional Court, who are the heads of the judiciary, are elected through direct popular vote, and the Supreme Court, High Courts, and District Courts function as subordinate organs of the Constitutional Court.

Han Dae is considered an advanced nation with a strong economy, and the quality of life of its citizens is considered to be excellent. Han Dae's economy is developing around the service industry, based on a high GDP per capita, and manufacturing led by high-tech industries. While self-sufficiency in agriculture and fisheries is high, mining does not account for a large share due to poor mineral resources.

Han Dae maintains diplomatic relations with many countries and participates as a member of various international organizations. Its military organization, the Han Dae Armed Forces, possesses elite troops with superior capabilities and advanced military equipment, and holds nuclear weapons as a primary means of war deterrence.

History

It is believed that civilization existed in Han Dae since at least the 6000s B.C., and it is estimated that humans began inhabiting the area much earlier. Around 5000 BC, 'Goryeo' appeared, which was the first state within the Han Dae region. Goryeo is estimated to have existed until at least the 200s BC. While various hypotheses exist regarding the cause of Goryeo's collapse, such as internal power struggles and food crises, no definitive conclusion has been reached due to a lack of historical data from this period.

After the fall of Goryeo, the Han Dae region was divided into three states—Buyeo, Mahan, and Shinla—until the 10th century AD. In the 10th century, Buyeo unified the other two states by force, and the Buyeo dynasty continued until 1951. However, from 1904 to 1951, real power in Buyeo was held by a civilian dictatorship centered on some bureaucrats.

The bureaucratic dictatorship fostered inter-regional, inter-gender, and inter-generational conflicts to divide civil society, and this reached its peak as the regime mobilized extremist armed civilian groups to instigate acts of violence against specific regions. In response, some military units and citizens formed civilian militias to resist, and a civil war broke out. After four years of civil war, the civilian militias ousted the dictatorship and achieved victory. The transitional government, composed of the civilian militias' leadership, deposed the nominal dynasty, changed the political system to a federation, and changed the country's name to Han Dae.

Han Dae enacted a republican constitution that included provisions prohibiting hatred and discrimination, under the pretext of preventing the recurrence of tragedies such as civil war. From the 1960s to the 2000s, Han Dae's economy grew very rapidly and became one of the most notable economic powerhouses in the region.

Han Dae's social security system applies universally to all citizens. All citizens are guaranteed a minimum standard of living and economic conditions, and are provided with equal educational opportunities regardless of their economic status. In addition to the social security system, all citizens are guaranteed the economic right to create, expand, and accumulate wealth. Medical services, including mandatory national health insurance, also guarantee universal access to healthcare for all citizens.

All payments in Han Dae are made via electronic currency, such as credit cards. Cash is rarely used, and many parts of the public and private economies are subject to policies that encourage the use of electronic currency.

Han Dae effectively suppresses violent crime through a crime-deterrence system based on real-time surveillance via security infrastructure such as CCTV cameras. Thanks to these factors, Han Dae's crime rate remains very low; however, controversies regarding privacy invasion and the emergence of a surveillance society are consistently raised.

Groups of society

Han Dae is a federal state where regional autonomy is broadly guaranteed. Except for the capital and the regions near the capital area, each province is strongly influenced by a local leadership known as 'Groups,' which originated from the families or factions that ruled or protected these regions during the civil war.

Each group is guaranteed a certain level of autonomy in exchange for submitting to the norms and order established by the federal central government. While this federal system is assessed to have functioned without major superficial problems to this day, it has been pointed out that it could lead to a deterioration of national integration capabilities and corruption of local power.

The observation that certain social norms and order vary by region, aside from the legal order based on the Constitution, is already a consistently raised issue within Han Dae. Consequently, concerns are being raised in the capital region and within the federal government that groups with influence over specific regions could exert their own political influence. It is considered an open secret that one of the primary duties of the Federal Intelligence Service(FIS), a federal intelligence agency, is to monitor these regional groups.

Government

The Federal Government of Han Dae consists of the National Council, a legislative branch elected by a democratic referendum for all citizens aged 16 and older; the executive branch, elected by the National Council; and the judiciary, headed by the Constitutional Court, which is elected by a separate referendum.

The National Council serves a four-year term and can be re-elected a total of five times. It is considered the most powerful institution, possessing legislative power and the authority to impeach public officials, as well as the power to nominate cabinet members excluding the President. The President can check the National Council with the power to order its dissolution, while the public can check the Council through a 'recall system' that allows them to dismiss members or hold a vote of confidence for the entire Council.

The executive branch is headed by the President and is responsible for national administration affairs, including foreign affairs, national defense, finance, and public security. Like the National Council, the President is elected through a national referendum in which all citizens aged 16 or older participate. Their term is four years, and they may serve up to three consecutive terms.

The judiciary consists of the Constitutional Court as the supreme body, and general judicial institutions such as the Supreme Court, High Courts, and District Courts exist as subordinate bodies. Unlike justices in general judicial institutions who are appointed through processes such as personnel committee reviews, the justices and the President of the Constitutional Court are elected through a public vote. The term of office for Constitutional Court justices, including the Chief Justice, is 8 years.

Military

The Han Dae Armed Forces(HDAF) is a military organization under the administration of the Federal Government of Han Dae, responsible for a wide range of military operations, including homeland defense and counter-terrorism missions. The HDAF operates with a small, elite force, focusing on qualitative excellence rather than numbers. While it maintains a reserve system to prepare for national emergencies, these reservists are professional volunteers who lead ordinary lives with other jobs and receive military training only for a set period.

While much of HDAF's military equipment is domestically produced, a significant portion is imported from overseas. While the HDAF operates a nuclear force centered on submarine-launched ballistic missiles(SLBM) as a means of strategic deterrence, it has established a kind of 'no-preemptive use principle,' refraining from using nuclear weapons preemptively until the opponent uses weapons of mass destruction. The HDAF operates non-lethal chemical weapons such as CS gas and does not possess biological weapons.

HDAF operates separate training programs for soldiers and non-commissioned officers for the Army, Navy, and Air Force, and each branch has its own separate military academy for officer training. In addition, many universities have introduced Reserve Officer Training Corps(ROTC) programs and utilize them as part of their officer training curriculum.

The 'Advanced Officer Training Corps ' (AOTC), a unique feature of the HDAF, is a specialized advanced officer training program for troop command and the formulation of macroscopic military strategies. It involves providing intensive specialized training for five years to a small number of male or female volunteers under the age of 24 who have passed rigorous examinations and selection processes, after which they are deployed to the field as officers of the rank of Lieutenant Colonel or higher. The number of people selected for AOTC is small, and the number of new admissions per year does not exceed 30.

Economy

Han Dae's economy is developing around the service and manufacturing sectors. Based on its high GDP per capita, Han Dae has a highly developed service industry, which accounts for 64% of the total economy. The manufacturing industry tends to focus strongly on the production of intermediate goods, such as semiconductor chips and precision components, rather than finished products. However, for consumer electronics like home appliances, the production of finished products accounts for a significant portion of the total, in addition to intermediate goods.

Han Dae possesses vast and fertile farmland and abundant fishery resources, so the self-sufficiency rate of agriculture and fisheries is relatively high. However, Han Dae relies entirely on imports for preferred varieties not produced domestically, such as coffee and mangoes, as well as agricultural and marine products like high-quality wine. In the case of mining, it does not have a large share due to poor mineral resources, and there are almost no profitable mineral resources except for recently developed tungsten veins.

Science and Technology

Han Dae is considered one of the most developed nations in scientific fields, including basic science and high-tech. This is particularly noted in electronics and materials engineering. Han Dae is a nation that has independently developed nuclear technology and has secured all nuclear technologies, including nuclear fuel reprocessing, on its own.
