Section 1 — Definitions

• 1.1 Resident: Any nation physically located in the region.

• 1.2 Native: Any nation whose primary political and economic allegiance is to this region above all others.

• 1.3 WA Member: Any nation currently belonging to the World Assembly.

• 1.4 Voting Member: A nation that is simultaneously a Resident, a Native, and a WA Member. Only Voting Members are eligible for full participation in the Riksdag.
  

Section 2 — Rights of Members

• 2.1 All Residents may participate in regional discussions.

• 2.2 Only Voting Members may vote in Riksdag's decisions.

• 2.3 Non-Voting Residents may participate in advisory capacities as defined by Riksdag resolution.
  

Section 1 — Composition

• 1.1 The Riksdag shall consist of all Voting Members.

• 1.2 Non-Voting Residents may participate as Observers with speaking rights but no voting rights.
  

Section 2 — Powers

• 2.1 The Riksdag shall:

  • Establish regional standards and policies.

  • Elect the Kansler through a formal, region-wide ballot.

  • Initiate a vote of no confidence in the Kansler.

  • Pass legislation and regional resolutions.

  • Approve all ministerial appointments.

  • Authorize and set the value of a Regional Endorsement Limit.

  • Conduct oversight of the regional government.

  • Pass amendments to this Regeringsformen.
    

Section 3 — Decision-Making

• 3.1 The Riksdag shall prioritize consensus.

• 3.2 Where consensus fails, decisions shall pass by a majority of participating Voting Members.

• 3.3 Observers may speak but may not vote.
  

Section 4 — Kansler Elections

• 4.1 Candidacy: Only Voting Members may stand as candidates for the office of Kansler.

• 4.2 Voting: Each Voting Member may cast a single vote for one candidate in a formal, region-wide ballot.

• 4.3 Election: A candidate who receives a majority of the total votes cast shall be elected Kansler.

• 4.4 Runoff Election: If no candidate receives a majority of the votes, a runoff election shall be held between the two candidates who received the most votes.

• 4.5 Term: The Kansler shall serve for a term of six months.
  

Section 1 — The Guardian Model (Phase 1)

• 1.1 This is the region's initial governance phase, dedicated to establishing foundational security.

• 1.2 The Riksföreståndare: The Founder holds the office of Riksföreståndare and wields absolute authority over the region's borders and the right of residency for all nations. This authority is paramount for regional security during this phase.

• 1.3 The Kansler: An individual elected by Riksdag, serving as Head of Government for administrative purposes. During this phase, the Kansler does not hold executive power, which remains with the Riksföreståndare.

• 1.4 The World Assembly Delegate: Functions as a purely diplomatic representative, intentionally separate from executive power to prevent external vulnerabilities.
  

Section 2 — The Frontier Model (Phase 2)

• 2.1 This is the region's mature and permanent governance model, implemented upon achieving political maturity and stability.

• 2.2 The Kansler: The individual elected by the Riksdag through a formal, region-wide ballot, serving as the Head of Government.

• 2.3 The World Assembly Delegate: The Regeringsformen obligates all Voting Members to grant their official endorsement to the elected Kansler, thereby recognizing them as the legitimate World Assembly Delegate. This fuses the Head of Government and the de facto executive role.

• 2.4 Deprecation of Riksföreståndare: Upon transition to Phase 2, the office of Riksföreståndare is dissolved, and all its authority is transferred to the Riksdag-controlled Kansler, who serves concurrently as the World Assembly Delegate.
  

Section 1 — Maintaining Confidence

• 1.1 The Kansler, serving concurrently as the World Assembly Delegate, must maintain the confidence of the Riksdag to remain in office.
  

Section 2 — Vote of No Confidence

• 2.1 A vote of no confidence may be initiated by the Riksdag.

• 2.2 Such a vote shall be conducted via a formal, region-wide ballot.

• 2.3 Should a vote of no confidence succeed, the Regeringsformen obligates all Voting Members to immediately withdraw their official endorsements from the sitting Delegate and grant them to the newly elected Kansler. This codifies the use of endorsements as the enforcement mechanism of the Riksdag's will.
  

Section 1 — Appointment

• 1.1 The Kansler appoints all Ministers and Officers, subject to ratification by the Riksdag.

• 1.2 Only full Voting Members may be appointed as Officers or Ministers.
  

Section 2 — Powers and Duties

• 2.1 Officers execute only the powers assigned to their ministry.

• 2.2 Ministers coordinate with the Kansler and remain accountable to the Riksdag.

• 2.3 All ministerial actions are subject to Riksdag oversight; the Riksdag may vote to remove Officers if necessary.
  

Section 1 — Composition and Mission

• 1.1 The Lagvärnet, or "Shield of the Law," shall serve as the Judiciary of the region. It shall be composed of three Voting Members.

• 1.2 The Lagvärnet is entrusted with a dual mission: to serve as the highest court of the region and to act as a principal pillar of regional security.
  

Section 2 — Judicial Authority and Duties

• 2.1 The Lagvärnet shall serve as the highest court of the region. Its duties include:

  • Interpreting the Regeringsformen and all regional legislation.

  • Adjudicating disputes between member nations.

  • Ruling on the constitutionality of actions taken by the Kansler or other officers.

  • Acting as the final court of appeal for any grievances.
    

Section 3 — Security Authority and Duties

• 3.1 Members of the Lagvärnet are entrusted with a high number of official endorsements to enhance their political standing and capacity to protect this Regeringsformen, serving as a stable, defensive bloc against internal and external threats.

• 3.2 Coordinated endorsements, as organized by the Riksdag, serve as the primary tool for both installing the legitimate government and defending the region. The Lagvärnet shall act as guardians of this process.

• 3.3 The Riksdag retains the authority to implement and adjust an Endorsement Limit for general members by resolution to prevent internal usurpation.
  

Section 4 — Appointment and Term of Office

• 4.1 Appointment: When a vacancy arises on the Lagvärnet, the sitting Kansler shall nominate a candidate, who must then be confirmed by a majority vote in the Riksdag.

• 4.2 Term: Members of the Lagvärnet shall serve for an indefinite term, continuing until they resign their position or their nation ceases to exist.

• 4.3 Removal: A member of the Lagvärnet may only be removed from their position by a super-majority (two-thirds) vote in the Riksdag for gross misconduct, as defined by Riksdag resolution.
  

1.1 Amendments require approval of a two-thirds majority of Voting Members in the Riksdag. These amendments shall apply to this Regeringsformen.

Section 1 — Adoption

• 1.1 This Regeringsformen enters into effect upon ratification by the Riksdag. It shall remain the governing document of Scandinavian Liberal Paradise until duly amended.
  

Section 2 — Transition to Phase 2

• 2.1 The transition from the Guardian Model to the Frontier Model must be proposed by the Kansler and ratified by a super-majority (two-thirds) vote in the Riksdag, confirming the region has achieved the political maturity and stability required for sovereign self-governance.
