New Lacian Embassy Policy
This section is to be used as a reference to Lacia's official definition of "Embassy-Collector". An Embassy-Collector is a region operated by it's Governor (in a Stronghold region), or its WA Delegate and their administration (in a Frontier region), or whomever has been made responsible for Embassies via the assigned Embassies power, in such a way as to prioritize obtaining a maximum number of embassies possible. They often do this via means such as Sending Embassy Requests to as many regions as they possibly can, often several times to the same region (deliberately or otherwise), Using threats sent to officers of other regions in order to commence Embassy construction. New Lacia considers this unacceptable.
The Prime Censor is the officer primarily involved in maintaining foreign policy, and relations with other regions, including managing Embassies. He or She will accept Embassy requests from regions determined to be safe for our residents and other allies. Embassy Collectors may be accepted if their region serves any other purpose besides collecting massive numbers of Embassies (ex. The W0RLD, True Waskaria), and not those solely focused on having massive numbers of embassies (Pecan Sandies, The Embassy). Naturally, in order to protect the interests of New Lacia, and especially in the interest of its residents and allies, New Lacia is very cautious with who it accepts embassies from. It cares about the well-being of its community, and thus will refuse requests from regions that have proven to have been aggressive to New Lacia's allies, or our region itself (ex. The Communist Bloc, Astellaria).
Here are some more specific reasons New Lacia may not accept an embassy request:
Endorsement cap in any type of region (unless the region's citizenry doesn't have to abide it, if there is a citizenship system).
Clear and obvious bias against a group of individuals identified by a common immutable characteristic (ex: Racism, Sexism, Religion, Sexual Orientation, Political Identity) in the form of a statement or action by a representative of the region's administration.
A currently-serving officer of the region is promoting or requiring WA endorsement of him/herself or another resident of the region.
A history of politically-motivated raids, successful or not, against other regions of opposing ideology or belief system.
Sexual or obscene content on an external facility operated by the region where the intended user-base is younger than the age of majority in the United States of America (imagery, text content, discussion of sexuality or sexual mechanics for obvious reasons).
*Note that pride flags are not outright banned by this, but it's a gray area, depending on circumstance. New Lacia is strictly anti-censorship, so use in nation flags or user-posted content within site rules are usually fine, but discussion of sexuality is generally frowned upon, as maintaining our region as a safe 13+ community (as the NationStates moderation team intends) is very important to us.
Regions who've been proven (in good-faith) to have had mild or non-existent efforts to prevent any of the above from occuring in their own region will most certainly be rejected.
