The Garst Act

ACCEPTING the passage of GAR#672,

REALIZING that the religious texts say that "no power shall be restricted for a freed individual, for they shall have the sovereignty to pursue their desires and engage in consensual transactions of pleasure as long as the blood is not tainted",

I, Emperor Conall Solis, officially enact THE GARST ACT and enforce it immediately with the following provisions.

SECTION I - DEFINING LEGAL PROSTITUTION

ARTICLE I - Prostitution shall be legal for any gender, male or female, so long as it is willing and not coerced or forced upon.

ARTICLE II - Prostitutes shall not be allowed to advertise in any family-friendly or wide-reaching public environment, unless explicitly allowed to do so.

ARTICLE III - All prostitutes must register with the Ministry Of Labor and be granted a license in order to legally work.

ARTICLE IV - No prostitute or client of prostitution may be under the age of 18.

ARTICLE V - No current or former government official shall under this article legally be allowed to be a prostitute.

SECTION II - HEALTH & SAFETY

ARTICLE VI - No job may be performed by a prostitute without the consent of all parties involved.

ARTICLE VII - All prostitutes must wear condoms when on duty, otherwise it shall be illegal.

ARTICLE VIII - All prostitutes are mandated under this article to be checked at least once a month by a certified doctor for STD's.

ARTICLE IX - No persons shall travel or be transported into, out of, or within the Empire with the intention of unconsented or forced sex and/or prostitution.

ARTICLE X - No such persons shall loiter in a public space with the intention to have sex, rather it's free or paid. This applies to both prostitutes and clients.

ARTICLE XI - No client or prostitute shall force or intimidate any person or prostitute into having sex.

SECTION III - TAXATION

ARTICLE XII - All prostitutes purchasing condoms for their job and job alone, shall under this article be able to claim a deductible on their taxes for up to SLO$4,500.

ARTICLE XIII - All prostitutes are considered self-employed and shall therefore be taxed under that designation.

SECTION IV - BUSINESS PROSTITUTION

ARTICLE XIV - There shall be no business of prostitution, excluding to advertise and represent.

ARTICLE XV - Brothels shall be authorized in exception to Article XIV shall the Church of Makko Oko own and operate it.

SECTION V - NON-CITIZEN PROSTITUTION

ARTICLE XVI - Any immigrant may become a prostitute without the right to work.

ARTICLE XVII - All immigrant prostitutes shall be licensed and pay taxes yearly on their income.

ARTICLE XVIII - The Ministry Of Labor shall duly regulate the maximum number of hours and the duration in which immigrant prostitutes may work.

SECTION VI - AGENT OF PROSTITUTION

ARTICLE XIX - Representatives and agents of prostitutes shall not take more than a 50% cut from a prostitute's income.

ARTICLE XX - Taking financial advantage of a prostitute shall be illegal under this article.

ARTICLE XXI - All representatives and agents of prostitutes shall be licensed with the Ministry Of Labor.

ARTICLE XXII - Articles X and XI shall apply to representatives and agents of prostitutes.

ARTICLE XXIII - Religious service members that are prostitutes shall have 5% of income deducted and paid to the church.

ARTICLE XXIV - No religious service member that's a prostitute shall have any such agents or representatives that take more than 1% of income. They shall be exempted and excluded from agent representation therefore.
