How to Write & Propose Legislation

Article 1: Purpose

This legislation sets forth the procedures and guidelines for the writing of legislation within the World Republic. The purpose of this legislation is to ensure that all legislation is drafted in a clear and concise manner and adheres to the principles and values of the World Republic.

Article 2: Legislative Process

Section 1: Proposal

Any member nation or Regional Officer may propose a piece of legislation to be considered by the World Republic.

Section 2: Review and Revision

Upon receipt of a proposed piece of legislation, the Vice CSE shall assign it to the appropriate Regional Officer for review and revision. The Regional Officer shall review the proposed legislation to ensure that it is clear, concise, and adheres to the principles and values of the World Republic. The Regional Officer may make revisions to the proposed legislation and shall return it to the proposer for review.

Section 3: Submission

Once the proposed legislation has been reviewed and revised by the appropriate Regional Officer, it shall be submitted to the CSE for inclusion on the agenda for the next World Republic meeting.

Section 4: World Republic Review

At the World Republic meeting, the proposed legislation shall be presented and debated by the member nations. The CSE shall moderate the debate and ensure that all member nations have an opportunity to express their views and opinions.

Section 5: Vote

Following the debate, the proposed legislation shall be put to a vote. The member nations shall vote either in favor, against, or abstain from the proposed legislation.

Section 6: Approval

If the proposed legislation is approved by a two-thirds majority of the member nations, it shall be signed by the CSE and become law.

Article 3: Legislative Format

Section 1: Title

Each piece of legislation shall have a clear and concise title that accurately reflects the subject matter of the legislation.

Section 2: Preamble

Each piece of legislation shall include a preamble that sets forth the purpose and intent of the legislation.

Section 3: Articles

Each piece of legislation shall consist of one or more articles that set forth the specific provisions of the legislation.

Section 4: Enactment Clause

Each piece of legislation shall include an enactment clause that sets forth the effective date of the legislation.

Article 4: Legislative Principles

Section 1: Clarity

All legislation shall be drafted in a clear and concise manner so that it is easily understood by all member nations.

Section 2: Consistency

All legislation shall be consistent with the principles and values of the World Republic.

Section 3: Effectiveness

All legislation shall be effective in achieving its intended purpose.

Section 4: Responsiveness

All legislation shall be responsive to the needs and concerns of the member nations.

Article 5: Amendments

Section 1: Proposal

Foreign Relations Act

Preamble:
In order to establish a clear framework for diplomatic relations between the member nations of the World Republic, this legislation sets out to create guidelines and regulations for conducting diplomacy on behalf of the region. Recognizing the importance of diplomatic relations for promoting peace, stability, and cooperation, the World Republic seeks to establish a comprehensive framework for conducting diplomacy that reflects the values and principles of our region. This legislation seeks to promote open communication, mutual respect, and collaboration among member nations, and to foster a spirit of cooperation that will help us achieve our shared goals and objectives. By working together in a spirit of unity and mutual cooperation, we can build a better future for our region and the world at large.

Article 1: World Republic Department of Foreign Relations

Section 1: Creation of the WRDFR
The World Republic Department of Foreign Relations, henceforth referred to as WRDFR, is hereby established as a department of the World Republic government.

Section 2: Composition of the WRDFR
The WRDFR shall be headed by a Secretary of Foreign Relations, who shall be appointed by the CES with the consent of the World Republic Legislature.
The WRDFR shall consist of the Secretary of Foreign Relations and other members the Secretary of Foreign Relations(SoFR) deems necessary.

Section 3: Duties of WRDFR
The WRDFR shall be responsible for overseeing and managing all matters pertaining to the foreign relations of the World Republic, including:

  1. The management of embassy nations in foreign regions.

  2. Advising the CES and Delegate on Foreign Relations

  3. Represent The World Republic in all International events, negotiations, and treaties.

Article 2: Management of Embassy Nations in Foreign Regions

Section 1: Creating an Embassy Nation
If the legislature wishes to form a embassy nation(EN), they must vote,

  1. If a 3/5ths majority is reached, the CES must sign off on the EN

  2. If all members of the legislature agree a EN is necessary, then it bypasses the CES

  3. If the CES or the Delegate wish to establish a EN, the Legislature must vote,

  4. If a 3/5ths majority is reached, the En may be established

  5. If a 3/5ths majority is not reached, the En may not be established

Once the relevant process has passed the establishment of an EN, The order to create an EN is sent to the SoFR.

  1. The SoFR is to then communicate with the relevant region and negotiate the creation of the EN,

  2. If the relevant region agrees to the establishment of an EN, the SoFR is to follow the terms of the deal and create a EN

  3. If the relevant region does not agree the establishment of an EN, the SoFR is to communicate this to:

  4. The Legislature

  5. The CES

  6. The Delegate

  7. Any other relevant body who has business knowing

Section 2: The Processes in a EN
Once Article 2 Section 1 has been completed, the SoFR must check the EN at least once a week and do the following things,

  1. Answer any telegrams to the embassy

  2. Upkeep the relationship between World Republic and allies

  3. Maintain the EN itself

Section 3: Decommissioning an EN
If the legislature wishes to decommission the EN,

  1. A vote must be held,

  2. If a 3/5ths majority is reached, both the CES and Delegate must sign off on the closure,

    1. If a & b are met, SoFR is to indicate to the relevant region of the closure,

    2. SoFR is to move the EN to World Republic and wait for it to CTE

If the Delegate wishes to decommission the EN,

  1. The CES must sign off on the closure,

  2. If the CES signs off, the legislature must vote a reach a majority,

  3. If a & b are met, SoFR is to indicate to the relevant region of the closure,

    1. SoFR is to move the EN to World Republic and wait for it to CTE

If the CES wishes to decommission the EN,

  1. The Delegate must sign off on the closure,

  2. If the Delegate signs off, the legislature must vote a reach a majority,

  3. If a & b are met, SoFR is to indicate to the relevant region of the closure,

    1. SoFR is to move the EN to World Republic and wait for it to CTE

Article 3: Duties of SoFR

Section 1: Duties of SoFR
The SoFR shall do the following,

The SoFR is responsible for representing the World Republic in its interactions with other countries and international organizations. The SoFR will be the face and voice of the World Republic in all diplomatic engagements and negotiations. This includes attending international conferences and meetings, negotiating treaties and agreements, and advocating for the interests of the World Republic in matters of international significance. The SoFR will also maintain contact with other nations' representatives and engage in dialogue to promote peaceful relations and diplomacy.

The duty to negotiate treaties and agreements with other nations and international organizations on behalf of the World Republic, subject to approval by the CES and/or Legislature, entails that the Secretary of Foreign Relations is responsible for leading diplomatic efforts to establish and maintain relationships with other countries and international organizations. This involves engaging in negotiations with other parties to secure agreements on a variety of issues, such as trade, security, and cooperation. The Secretary must ensure that any agreements negotiated are in the best interests of the World Republic and its citizens, and must seek approval from the appropriate authorities before finalizing any agreements. This duty also requires the Secretary to stay informed of global events and trends, as well as the policies and interests of other nations, in order to identify potential areas for cooperation and negotiation.

The SoFR should be knowledgeable about the political, economic, social, and cultural conditions of other countries to provide informed advice and recommendations. The goal is to advance the interests of the World Republic in the global arena and promote peace, stability, and prosperity for all nations.

The SoFR shall be responsible for managing the World Republic Department of Foreign Relations involves overseeing and coordinating the work of a team of diplomats, translators, and other support staff who carry out the day-to-day activities of the department. This includes tasks such as organizing meetings and negotiations with foreign officials, preparing reports and briefings on foreign policy issues, managing the department's budget and resources, and ensuring that the department operates efficiently and effectively. The Secretary of Foreign Relations would be responsible for hiring and training staff, setting priorities and goals, and ensuring that the department operates in accordance with World Republic policies and values.

Maintaining up-to-date information on other nations and international organizations would involve gathering and analyzing information on political systems, economies, and foreign policies of other countries and organizations. This information would be used to inform the World Republic's foreign policy decisions and negotiations with other countries.

Providing diplomatic assistance to World Republic citizens and businesses operating abroad would involve assisting them with issues related to visas, travel, and business operations. The Secretary of Foreign Relations would work with other countries' diplomats and officials to help resolve issues and ensure the safety and well-being of World Republic citizens and businesses.

Criminal Offense Act

In accordance with the World Republic Constitution, This legislation defines criminal offenses and their punishments. The laws are passed legislation from the Legislative branch and enforced by CES and Vice CES.

Article 1: Define a criminal offense

Section 1: Broad Definition

A criminal offense is defined as a offense which violates an executive order by either CES or Vice CES, or passed legislation enforced by the CES or Vice CES.

Section 2: Minor offenses

A minor offense is defined by either
a) The offense is on a small scale, affecting less then 3 nations,
b) The crime took place less than 21 days ago,
c) The CES deems the crime as minor,
c-1)The CES' action can be overridden by 4/5ths of the Legislature

Section 3: Misdemeanors

A misdemeanor is defined by
a) The offense is on a medium scale, affecting less then 10 nations,
b) The CES deems the crime as a misdemeanor,
b-1)The CES' action can be overridden by 4/5ths of the Legislature

Section 4: Felonies
A misdemeanor is defined by
a) The offense is on a large scale, affecting less then 50 nations,
b) The offense affects a government institution of any region in NationStates
c) The CES deems the crime as a felony,
c-1)The CES' action can be overridden by 4/5ths of the Legislature

Article 2: Punishments

Section 1: Minor Crimes:
If a defendant is found guilty of a minor crime the punishment is left up to,
a) The presiding judge, who can only give a punishment fitting a minor crime,
b) The CES, who can only give a punishment fitting a Minor crime or a misdemeanor,

Section 2: Misdemeanors
If a defendant is found guilty of a Misdemeanor, the punishment is left up to,
a) The presiding judge, who can only give a punishment fitting a Misdemeanor,
b) The CES, who can only give a punishment fitting a Minor crime or a misdemeanor,

Section 3: Felonies
If a defendant is found guilty of a Felony, the punishment is left up to,
a) The presiding judge, who can only give a punishment fitting a felony,
b) The CES, who can only give a punishment fitting a felony or a misdemeanor,

Section 1: Punishments Fitting a Minor Crime
If a judge or a higher power steps in to alter the ruling to a case, and deems the crime to be a minor crime,
A punishment, selected from the following list may be selected:

  1. A stint in public service

  2. A discharge from any government job for 3 days

  3. Creation or addition to a record of offenses

Section 2: Punishments Fitting a Misdemeanor
If a judge or a higher power steps in to alter the ruling to a case, and deems the crime to be a Misdemeanor,
A punishment, selected from the following list may be selected:

  1. A stint in public service

  2. A discharge from any government job for 14 days

  3. Creation or addition to a record of offenses

  4. Under observation from government for 28 days

Section 3: Punishments Fitting a Felony
If a judge or a higher power steps in to alter the ruling to a case, and deems the crime to be a Felony,
A punishment, selected from the following list may be selected:

  1. A stint in public service

  2. A discharge from any government job permanently

  3. Creation or addition to a record of offenses

  4. Barring from any government possistion

  5. Potential ejection from World Republic

  6. Potential permanent banning from World Republic

Article 4: Enforcing Punishments

Section 1: Enforcement of a Minor Crime

If a Defendant is found guilty of a minor crime, and a punishment has been chosen by the relevant power,
The CES is required, by duty, to enforce punishments based solely on the judgement of the relevant power,
If the defendant is uncooperative with the punishment, they are to be charged with a misdemeanor.

Section 2: Enforcement of a Misdemeanor

If a Defendant is found guilty of a misdemeanor, and a punishment has been chosen by the relevant power,
The CES is required, by duty, to enforce punishments based solely on the judgement of the relevant power,
If the defendant is uncooperative with the punishment, they are to be charged with a felony.

Section 3: Enforcement of a Felony

If a Defendant is found guilty of a felony, and a punishment has been chosen by the relevant power,
The CES is required, by duty, to enforce punishments based solely on the judgement of the relevant power,
If the defendant is uncooperative with the punishment, they are to be charged with a felony,
If the defendant is uncooperative with the second punishment, The defendant is to be ejected from the region unless:

  1. The Vice CES and 3/5ths of the Legislature agree that the offender should remain in the region and can offer an equivalent punishment,

  2. The CES and 2/5ths of the Legislature agree that the offender should remain in the region, and can offer an equivalent punishment


World Republic International Defense Act

In the current atmosphere of NationStates, It has become apparent that the continued existence of World Republic depends upon the establishment of a military for the common defense.

Article 1: The Creation of the World Republic Navy

Section 1: Leadership
The World Republic Navy(TWRN), Is dedicated to the freedom and independace of all regions and is under the leadership of The Grand Admiral and the Vice Admiral as appointed by the Assembly of the World Republic, and the following positions shall be appointed by The Grand Admiral, and are listed in order of power,

  1. Grand Admiral

  2. Vice Grand Admiral

  3. Admiral

  4. Officer

  5. Garrison commander

  6. Sailor

  7. Garrison

Section 2: Membership
In order for a nation to be a member of TWRN, it must meet the following requirements,

  1. Be a member of World Republic or be cleared by The Grand Admiral,

  2. Be in the World Assembly,

  3. Are not affiliated with any other Raider or Defender organization at the time of application or be cleared by The Grand Admiral
    If the applying nation does not meet one of the above requirements, it may be bypassed by either:

    1. The Grand Admiral clearing the nation,

    2. The Nation is a Garrison Nation

once a nation is a member of TWRN, they are responsible for the following,

  1. Following the orders of commanders

  2. Not handing over orders to the enemies of TWRN

  3. Endorsing only who you are ordered to

  4. Abiding by the following:

    1. This Document,

    2. The Constitution of World Republic

    3. The Law code of World Republic

Section 3: Duties of The Grand Admiral
the duties of The Grand Admiral are the following,

  1. Overseeing the overall strategy and direction of the World Republic military.

  2. Appointing top military officials, including the Grand Admiral, and approving lower-level appointments.

  3. Approving military budgets and expenditures.

  4. Serving as the commander-in-chief of the military and making key decisions related to military operations.

  5. Making decisions related to military deployments and peacekeeping operations.

  6. Providing regular reports to the CES, Legislature, and/or other relevant World Republic officials on the state of the military and its activities.

Section 4: Duties of The Vice Grand Admiral
The duties of the Grand Admiral include,

  1. Leading military operations and coordinating with other branches of the military to ensure the effective execution of missions.

  2. Advising the Grand Admiral on military strategy and providing recommendations on how to improve the military's capabilities.

  3. Overseeing the deployment of military personnel, including the recruitment and retention of qualified individuals.

  4. Ensuring compliance with international laws and regulations governing military operations.

  5. Serving as the Grand Admiral's representative in matters related to military affairs.

Section 5: Duties of Officers
The Duties of an officer include:

  1. Execute the orders of their superiors in a timely and efficient manner.

  2. Maintain a high level of discipline and accountability within their unit.

  3. Develop and implement tactics and strategies to accomplish mission objectives.

  4. Coordinate with other units to achieve common goals.

  5. Conduct regular evaluations of personnel to identify strengths and weaknesses and address areas for improvement.

  6. Maintain accurate and up-to-date records of unit activities and personnel.

Article 2: Military Structure and Organization

Section 1: Military Units
The World Republic Navy shall be organized into units, which shall be responsible for specific missions and operations. Each unit shall be composed of a designated number of personnel and shall be led by an officer.

Section 2: Rank Structure
The World Republic Navy shall utilize a rank structure to establish a chain of command and promote discipline and accountability. The rank structure shall be as follows, in descending order of authority:

  1. Grand Admiral

  2. Vice Grand Admiral

  3. Admiral

  4. Officer

  5. Garrison commander

  6. Sailor

  7. Garrison

Section 4: Rules of Engagement
TWRN shall invade a region if:

  1. The Region threatens the independence of World Republic,

  2. The Region is strategically necessary for World Republic,

  3. The Region contains fascists,

  4. The Region had an embassy with World Republic and nolonger exsists,

  5. The Region is cleared by The Grand Admiral and has been approved by 1/2 of the Assembly of the World Republic,

Section 5: Oversight and Accountability
The World Republic Navy shall be subject to oversight and accountability measures to ensure compliance with laws, regulations, and ethical standards. Oversight and accountability shall be provided by the CES, Legislature, and/or other relevant World Republic officials, as well as external organizations such as international courts and human rights groups.


World Republic Environmental Protection Act

In recognition of the need to protect the environment and promote sustainable development, this Legislation sets out to establish the World Republic Environmental Protection Act (WREPA) to regulate and protect the environment of the World Republic.
Article 1: Establishment of the World Republic Environmental Protection Act (WREPA)
Section 1: Creation of the WREPA
The World Republic Environmental Protection Act (WREPA) is hereby established as a regulatory body responsible for the protection and preservation of the environment of the World Republic.
Section 2: Composition of the WREPA
The WREPA shall be composed of a board of directors, appointed by the World Republic Government. The board shall be responsible for the development and enforcement of environmental regulations, policies, and procedures within the World Republic.

Article 2: Functions of the WREPA
Section 1: Protection of the Environment
The WREPA shall be responsible for the protection and preservation of the environment of the World Republic. The WREPA shall develop and enforce regulations, policies, and procedures to ensure the protection of the environment and natural resources of the World Republic.

Section 2: Promotion of Sustainable Development
The WREPA shall promote sustainable development within the World Republic by encouraging the use of renewable resources, minimizing waste, and promoting conservation of natural resources.

Section 3: Education and Awareness
The WREPA shall develop and implement educational programs and awareness campaigns to promote the importance of environmental protection and sustainable development within the World Republic.

Article 3: Powers of the WREPA
Section 1: Enforcement
The WREPA shall have the power to enforce environmental regulations, policies, and procedures within the World Republic. The WREPA shall also have the power to investigate and prosecute any person or entity found to be in violation of environmental laws and regulations.

Section 2: Collaboration
The WREPA shall have the power to collaborate with other regulatory bodies and organizations to promote the protection and preservation of the environment of the World Republic.

Section 3: Reporting
The WREPA shall provide regular reports to the World Republic Government and the public on the state of the environment within the World Republic, as well as on the WREPA's activities and accomplishments.

Article 4: Funding
Section 1: Allocation of Funds
The World Republic Government shall allocate funds for the operation and maintenance of the WREPA.

Section 2: Sources of Funding
The WREPA shall have the power to accept donations and grants from individuals, organizations, and governments to fund its activities.

Article 5: Severability
If any provision of this Legislation or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of this Legislation that can be given effect without the invalid provision or application.

Article 6: Effective Date
This Legislation shall take effect immediately upon its passage and signing into law by the appropriate authority.


World Republic Intelligence Agency Act

In accordance with the World Republic Constitution, This Legislation sets out to create the World Republic Intelligence Agency (WRIA) to ensure the safety and security of the region.
Article 1: World Republic Intelligence Agency (WRIA)
Section 1: Creation of the WRIA
Hereby Founds and creates the World Republic Intelligence Agency, henceforth referred to in this legislation as WRIA.
The WRIA will be responsible for collecting and analyzing intelligence related to the security of the region.
The WRIA will operate under the authority of the World Republic Constitution and will be subject to the oversight of the Assembly of the world republic.
Section 2: Mission of the WRIA
The mission of the WRIA shall be to:
a) Collect, analyze and disseminate intelligence information relating to the security of the region;
b) Provide advice and assistance to the Assembly of the world republic and other World Republic institutions on matters relating to intelligence and security;
c) Conduct counterintelligence activities to protect against espionage, sabotage, and other threats to the region;
d) Work with national intelligence agencies of member nations to ensure the security of the region;
e) Ensure the privacy and civil liberties of World Republic citizens are respected in all intelligence operations.
Section 3: Responsibilities of the WRIA
The WRIA shall have the following responsibilities:
a) Gather and analyze intelligence information related to the security of the region;
b) Conduct counterintelligence activities to protect against espionage, sabotage, and other threats to the region;
c) Advise and assist the Assembly of the world republic and other World Republic institutions on intelligence and security matters;
d) Coordinate with national intelligence agencies of member nations to ensure the security of the region;
e) Maintain the confidentiality and security of all intelligence information collected and analyzed by the agency;
f) Develop and implement policies and procedures for the protection of privacy and civil liberties of World Republic citizens.

Article 2: Oversight of the WRIA
Section 1: Oversight by the Assembly of the World Republic
The Assembly of the World Republic shall have the responsibility to oversee the operations of the WRIA.
The WRIA shall submit regular reports to the Assembly of the world republic on its activities, including its budget, staffing, and operations.

Section 2: Review by the Supreme Court
The World Republic Supreme Court shall have the responsibility to review the activities of the WRIA to ensure compliance with the World Republic Constitution and all applicable laws and regulations.

Article 3: Funding of the WRIA
Section 1: Appropriations
The Assembly of the World Republic shall appropriate funds for the operation of the WRIA.

Section 2: Budget
The WRIA shall submit an annual budget to the Assembly of the World Republic for approval.

Regular sessions promote robust debates, thoughtful considerations, and thorough scrutiny of proposed legislation. This preamble lays the foundation for an organized and purpose-driven legislative system, fostering public trust and maximizing productivity. Article 1: Legislative Conventions

Section 1: Defining the Convening of the Assembly
Ten days after the previous assembly, the Legislature shall meet and vote upon any bills proposed to the legislature by any citizen. the prosses should go as following:

  1. Upon the time of the assembly, the speaker must post on the RMB stating the assembly

  2. After the SA calls the assembly into motion, any Citizen may submit legislation for voting over the course of a day

  3. After the day long session of submitting bills for voting, a period of 2 days comes after for the members of the assembly to vote on the proposals, as outlined in the constitution

  4. Once the voting period has ended, one of two below must happen for each of the voted on bills:

    1. If the bill passed, then the speaker must add the bill to the law code

    2. If the bill failed, then the speaker must discard the bill

  5. After the law code has been updated, the Speaker must make a post on the RMB declaring when the next convention is. The next convention must be ten days from the date of the declaration

Section 2: No Bills
If a session is called and no one submits a bill for voting in the one day voting period, the Speaker may choose to do one of the following:

  1. The speaker may call for an extension of the submitting time, to a maximum of 3 days

  2. If the Speaker decides not to extend, or the extension results in no bills, then the Speaker must follow point 5 of section 1

a.1) Will be forced to shut down farms after May 1st, 2023.
a.2) Will be fined 7,500 (currency of said nation) (after May 15th, 2023)
a.3) Will be arrested if not shut down after June 9th, 2023.
b.1) Areas will be burnt or demolished.

Article 2: Citizens
a) Marijuana will be removed from commerce, e-commerce, and previous markets that have sold it will be closely monitored.
b) If someone is caught with marijuana, they'll be fined if they are below the age of majority as defined in their nation, and arrested if they are above.
