The Local Recruitment Program, led by the Grand Council, is an initiative aimed at promoting regional population growth within the Valley. Its primary goal is to engage new residents and encourage their active participation while harnessing the collective efforts of current residents to achieve recruitment targets set for the region's future endeavors.

The Program seeks to empower residents with the essential knowledge of region building, with a particular focus on recruitment. Recruitment plays a vital role in driving regional activity and fostering social interaction among residents. By recruiting new residents from the Pacifics and other regions, the Program contributes to the overall stability of the Valley.

Community Members are encouraged to lend their support to the Program by engaging in manual recruitment efforts, both on Discord and within the game. Various tools are available to facilitate these efforts, particularly on the Discord platform, ensuring ease of use for participants. Additionally, there is an option to generously donate stamps, which can be used to facilitate recruitment and further enhance the region's population levels. Together, we can make a significant impact and improve our community's population in a more extensive manner.

Recruiting is the process of sending recruitment-marked telegrams to newly founded, refounded, or ejected nations in order to persuade them to join a region or organization. It is a crucial method employed by founders and region-builders to attract new residents and increase regional activity and engagement. The Local Recruitment Program, as mentioned earlier, emphasizes the significance of recruitment in achieving these goals.

There are three fundamental principles of recruitment: manual recruiting, API (Application Programming Interface), and stamps. Each of these principles has its own level of effectiveness, usage, and time commitment. Here's a brief overview of these principles:

• Manual recruiting involves manually identifying nations through monitoring world activity, specifically foundings, refounded nations, and sometimes ejected nations. Recruitment messages are then sent to these nations. To streamline the process, recruiters often use manual templates, which contain pre-written messages loaded with a unique string of numbers.

• API recruiting entails utilizing the NS (NationStates) in-built API documentation to employ game user-coded Telegram Scripts. These scripts automatically send API templates created by the recruiter. Typically, this method requires a computer or laptop, and certain requirements such as Java or Python installations may be necessary. To successfully send an API template, a recruiter needs a Client Key, acting as a password, along with the template-generated Secret Key and Template ID. It's important to keep the computer on for extended periods for optimal functionality.

• Stamps can also be utilized for recruitment. The game itself can send these stamps to all incoming nations in the future, based on specific criteria specified in the subject line. Due to the high demand, a considerable number of stamps, often exceeding a thousand, may be required to attract a sufficient number of recruits. Unlike the previous methods, the content of the telegram can be prepared once, eliminating the need for templates. Stamps can be donated to others and are purchased through the NationStates Store at the cost of one dollar per 1000 stamp purchases.

These principles offer different approaches to recruitment, allowing recruiters to choose the method that aligns with their preferences, resources, and goals. By employing these principles effectively, recruiters can effectively attract new residents and bolster regional engagement.

To effectively utilize manual recruiting, follow these steps:

1. Create a manual template by going to your telegram and drafting your recruitment message in the provided box. In the subject line, add "tag:manual" to indicate it as a manual recruitment. Mark the telegram as a recruitment message by selecting "Recruitment" from the drop-down arrow.

2. Click "Send" to create the telegram. The game will generate a unique string for the telegram.

3. Proceed to the world activity page and filter by selecting "Foundings." Copy the unique string of the telegram you created earlier and paste it into the filter. Send the filtered results.

Using API recruiting requires some technical knowledge. Here's a step-by-step guide:

1. Download a verified Client suitable for the region you're recruiting for. Usually, these Clients require Python, Java, or other programs.

2. Obtain a Client Key for the region by submitting a Getting Help Request. Keep the Client Key confidential, as it should not be openly shared. Note that the Valley of Peace already has a Client Key, so only one can be obtained per region.

3. Go to your Telegrams and enter "tag:api" in the search bar. Select "Recruitment" from the drop-down arrow to mark it as a recruitment message.

4. Type the contents of your recruitment message and submit. You will receive a green message containing a link.

5. Click the link to access your Secret Key and Telegram ID. Keep these confidential, especially the Secret Key.

6. Use your preferred Telegram Script, ensuring you have the Secret Key, Client Key, and Telegram ID as essential parameters. Some Telegram Scripts may require additional parameters.

To recruit using stamps, follow these steps:

1. Purchase a sufficient number of Stamps from the NationStates Store, with at least 5,000 stamps (costing $5) recommended.

2. Determine the target recipients for your recruitment telegram, preferably new nations. You can specify this by typing "tag:new5000," which will automatically send the telegram to the next 5,000 newly-founded nations as an example.

3. Craft a persuasive and concise message that highlights the region's strengths and appeals to potential recruits. Keep the message short and impactful.

4. Click "Send" to distribute the recruitment telegram. You can track the performance of your telegram by clicking on it or by reviewing your stamp history.
