As per the Constitution, the U.S. House of Representatives makes and passes federal laws. The House is one of Congress’s two chambers (the other is the U.S. Senate), and part of the federal government’s legislative branch. The number of voting representatives in the House is fixed by law at no more than 435, proportionally representing the population of the 48 states. Article 1, Section 2 of the Constitution provides for both the minimum and maximum sizes for the House of Representatives. Currently, there are five delegates representing the District of Columbia, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. A resident commissioner represents Puerto Rico. The delegates and resident commissioner possess the same powers as other members of the House, except that they may not vote when the House is meeting as the House of Representatives.

Qualifications Article I, Section 2 of the Constitution
sets three qualifications for representatives:

(1) they must be at least 25 years old;
(2) they must have been citizens of the United States for the past 7 years or longer;
(3) they must be inhabitants of the states they seek to represent at the time of their election.

SAM RAYBURN of Texas, a dominate American political figure and the longest-serving Speaker in House history, was born in Kingston, Tennessee. RAYBURN’s 17 years as Speaker—during the 76th through 79th, 81st through 82nd, and 84th to 87th Congresses (1940–1947, 1949–1953, and 1955–1961)—spanned a period from the eve of American intervention in World War II until the first year of the John F. Kennedy administration. Known affectionately as “Mr. Sam,” RAYBURN was a House institution who exerted his influence through skillful persuasion and humor rather than arbitrary rule. He often brokered legislative initiatives among a group of autocratic and conflicting committee chairmen to whom much of the power in the House had devolved.

LEADER of the MINORITY

JOSEPH WILLIAM MARTIN JR. served as the 44th speaker of the United States House of Representatives from 1947 to 1949 and 1953 to 1955 — and House Republican leader from 1955 onwards. He was a "compassionate conservative" who opposed the New Deal and supported the conservative coalition of Republicans and southern Democrats. He urged General MacARTHUR to seek the 1952 Republican presidential nomination, and supporters of ROBERT A. TAFT accused MARTIN of favoring DWIGHT D. EISENHOWER in MARTIN's role as chairman of the contentious 1952 Republican National Convention. After EISENHOWER won the 1952 election, MARTIN supported EISENHOWER's internationalist foreign policy.
