1. The Council of Advisers is a group of 10 made up of current government members and old ones, and they shall advise the decisions if a government official seeks help from them.

2. The Founding Father has the highest authority in the region, and can do anything IF;

   1. The Council of Advisers agree in a 2/3 majority on the action that the Founder shall take;

   2. The constitution is suspended;

3. The Prime Minister is second in authority, they can veto legislation without vote and dismiss ministers;

4. The President, who may occupy the WA Delegate position (if a member in the WA), is the third in authority. They represent the region in the World Assembly;

5. The Ministrators are fourth in authority, and have the duty of managing the affairs of the region;

   1. The Ministrator of Domestic Affairs has the ability of managing regional affairs, such as regional security and convenience;

   2. The Ministrator of Foreign Affairs has the ability of managing diplomatic affairs such as embassies and treaties;

6. The government CANNOT be above the law, unless;

   1. The Constitution is suspended by either the Founding Father, a 3/4 majority from the Council of Advisers, or a request from the Prime Minister or President.

1. The Omnis RMB is subject to free and equal use per the Personal Rights Act of March 2021;

2. RMB users may not, however;

   1. Flame (personal insults towards another RMB member);

   2. Flamebait (post something that is likely to provoke a flame);

   3. Troll (Post a flame or flamebait but directed instead towards a group of people, e.g. Jews);

   4. Trollbait (post something that is likely to provoke a troll response);

   5. Spam (post unsolicited posts that add nothing to the conversation and do not try to start a new conversation);

   6. Defame (post a remark deliberately meant to ruin the reputation of somebody);

   7. Sexually post (posts with sexual contents);

   8. Post malicious links (links that lead to somewhere that violates other rules);

   9. Solicit an offense (giving attention to a post or poster that violates the above rules, in any way);

   10. Maliciously quote edit (edit someone else's quotes to give them a bad reputation);

3. Posters in embassy regions are expected to follow the above rules;

4. PUNISHMENTS SHALL BE DEALT ON A CASE-BY-CASE BASIS;

5. RMB Mutes shall;

   1. Be publicly posted in the RMB;

   2. Ping the recipient of the mute;

   3. Specify the reason for the mute;

   4. Specify the length of the mute;

   5. Be posted by a Regional Officer of Omnis;

   6. Suppress the first seven posts that is posted by the muted user;

   7. Ban the muted nation for a length not to exceed one month after the seventh suppressed post; and

6. Bans concerning the RMB shall follow these rules:

   1. The maximum length of a ban is 6 months;

   2. The minimum length of a ban is 2 weeks;

   3. If the same banned user offends the law after a ban, the user is banned and the ban length is doubled;

   4. If the same banned user offends the law for the fifth time, he/she gets permanently banned from the region.

The government of Omnis ensures their citizens to the rights of free speech and expression, whether for the RMB, Dispatches, Telegrams, extra-regional communication servers such as Discord, or any other platform where personal or political views could be expressed.

Exceptions to this article include:

1. The advocation, defending, or apologia of topics including, but not limited to;

   1. The following hateful ideologies;

      1. Fascism or a similar far-right ideology;

      2. National Socialism (otherwise known as Nazi) or a similar ideology;

   2. The following paraphilias;

      1. Pedophilia;

      2. Ephebophilia;

      3. Zoophilia;

      4. Necrophilia;

   3. Incest;

   4. Any crime that would be considered illegal in the majority of first-world countries;
      

2. Hate speech on any platform predejucing a group of people for their;

   1. Nationality;

   2. Ethnicity;

   3. Social Status;

   4. Gender (including discrimination against people for their sexuality);

   5. Health Status (physically or mentally); and

   6. NS Nation Name or other customizable fields.
      

Violators of the above will be subject to (at the very least) a ban from the region and any of its platforms for at least two weeks. Evasion of the ban will result in instant ejection.

All members of Omnis are promised equal personal rights by this act. In no way can any member of Omnis deny equal access to any of the features of this region for any reason. The Cabinet and Commission cannot suppress posts that do not violate any of the region's rules.

Violators of this Article are subject to a 7-day ban from interacting with the nation receiving unequal rights. This includes;

1. Liking the nation's RMB posts;

2. Quoting the nation's RMB posts or dispatches;

3. Pinging the nation on any platform;

4. Telegramming the nation;

Members of the Government that violate this rule will be subject to the above and be dismissed immediately.

Evasion of punishment will result in a two-week long ban if in good faith or at least a month-long ban if in bad faith and/or if it violates another rule of this Constitution.

1. An election will take place for the positions of President, Prime Minister, Ministrator of Domestic Affairs, and Ministrator of Foreign Affairs.

2. Contending candidates will have their spot on a in-game electoral poll that can be accessed only by natives made by Omnisfounder

3. Electoral or ballot fraud in any way is not permitted and the suspect may be punished

4. A candidate can drop out of the running in an electoral race before an election or during an election with 3 or more people participating.

5. The candidate with the most votes by the end of the election wins.

6. The voting process is open to everyone who resided in the region during the creation of the poll.

7. The election of President shall occur from the 1st to 4th every 4 months, the Prime Minister from the 9th to 11th every 4 months, the Ministrator of Domestic Affairs from the 19th to 21th every 4 months, and the Ministrator of Foreign Affairs from the 26th to the 28th every 4 months.

8. If there is only one nation in a race during the beginning of an election, that nation would automatically become the position that they are running for on the supposed end of the election.

9. If there are no nations running for a position, the incumbent for that spot shall fill the position for that term on the supposed end of the election.

10. In the event of a tie, the current Government, excluding members that are candidates in that election, and the Council of Advisers shall internally vote for the candidate of their choosing.

11. In the event of a candidate dropping out of an electoral race, the candidate's votes will be considered null.

12. There are no restrictions on the nations that are able to run for Ministrator of Home Affairs and Ministrator of Foreign Affairs.

13. To run for an electoral position, a nation must telegram Omnisfounder

14. The winner of an election shall be appointed under their position immediately (on in the case of the President, given regional powers then appointed as WA Delegate, if met the criteria of being elected as World Assembly Delegate, next NS update).
