International trade
Kelssek is a signatory to the International Fair Trade Agreement. However, enforcement of the treaty’s prohibition on trade with non-signatories was softened with Amendments to the International Fair Trade Agreement Implementation Act (49th Parl, Bill C-3). Under Kelssek’s international trade system, exemptions to the IFTA can be granted by the Minister for International Trade at either the firm or country level. Granting of trade approval involves a rigorous assessment of the firm or partner country’s status of labour rights, employment practices, environmental protection, taxation regime, regulatory system, and extent to which workers have ownership or meaningfully participate in firm decisions, as applicable. Trade permissions are also routinely granted on the basis of reciprocity.

Under the anti-dumping provisions of the International Trade Act, the Minister for Industry and Trade may impose countervailing duties on goods from capitalist economies according to assessments of the cost to produce the good in Kelssek or a comparable non-capitalist economy. By default, all trade partners are considered capitalist economies unless otherwise determined by the Ministry of Industry and Trade. Capitalist countries are generally defined as those deemed to distort market prices of their exports through laws, regulations, and general practices which depress wages and living standards for their populations, fail to provide public services comparable to those which exist in Kelssek, and/or create excessive environmental degradation.

Signatories to the International Fair Trade Agreement automatically benefit from non-capitalist economy status, and continue to be accorded preferences as specified by the treaty.
