- This Charter provides the Cormorant Pact and its member states with a semi-stable and mostly orderly framework to work off of for the foreseeable future.

1. There shall be an alliance of sovereign nations known as the Cormorant Pact, consisting of the original six members of the National Bolshevist Coalition, among several other newcomers.

2. The Cormorant Pact's base purpose shall be it being a casual condominium between both Capitalists and Socialists.

3. The Cormorant Pact will promote the economic and social strengthening of its members through the implementation of policies including cooperation on solving economic-related issues.

4. The Officers of the Cormorant Pact will see to it that the count of Capitalist nations and Socialist nations in their borders shall remain perfectly balanced.*

5. The Cormorant Pact shall have a regional map, made by either the Founder or the WA Delegate.

6. The Cormorant Pact shall have a robust lore with coherent worldbuilding, based on the map.*

7. The Cormorant Pact shall have a regional anthem.

8. The Cormorant Pact shall have a Council wherein the real players must vote on passing legislation and treaties.*

9. The Cormorant Pact shall have a flag that consists of a dark scarlet background overlaid by 2 strips of the bottom of white and red, and the Piatto symbol in the canton.

1. Both the World Assembly Delegate of the Cormorant Pact and the Founder of the Cormorant Pact shall hold executive authority.

2. The WA Delegate and the Founder may edit the World Factbook entry at any time, as they see fit.

3. The WA Delegate and the Founder may ban/eject any nation at any time, except for Regional Officers.

4. The WA Delegate and the Founder may send regional telegrams at will.

5. The WA Delegate and Founder may abolish the Charter if this decision is elected by a fair regional poll.

6. The WA Delegate shall be elected by the regional World Assembly members by a majority vote every four years.

7. If there is no present WA delegate, the seat shall remain unfilled until the actual Delegate has returned. If the Delegate has to leave for more than 1 day whether it be a Cormorant Flotilla operation or whatever, the founder may choose a temporary Delegate.

1. Regional Officers of the Cormorant Pact may be appointed at any time by members with executive authority; the WA Delegate or the Founder.

2. At a minimum, the Cormorant Pact shall have four Regional Officers; the World Assembly Delegate, the Founder, the Vhan-Delegate, and the Security Officer.*

3. Nations may apply for any of the Regional Officer positions by telegram to the Founder or the WA Delegate.

4. The WA Delegate and the Founder may appoint a regional Officer if the nation in question was legible for a certain position.

5. Regional Officers may resign from their position at their discretion.

1. Every nation in the Cormorant Pact is considered a member state.

2. Members may have puppet states enter, but only for balance.

3. Members may be told to sod off when necessary by border control Officers, only by official casus belli of keeping the balance.

4. Member states have the right to request what they want from a member of the regional government.

5. Member states may impeach an elected Officer by majority vote.

1. The Regional Officers with the embassies authority may establish Embassies at their own discretion.

2. Treaties between the Cormorant Pact and other Regions shall be negotiated and signed by either the World Assembly Delegate or the Founder.

1. There is to be established a Flotilla of the Cormorant Pact as the interregional raiding/defending force of the Cormorant Pact. It shall be comprised of contingents assigned to it by the Council of the Cormorant Pact.

2. The WA Delegate shall have final assent on the decision of whether or not to invade another region.

1. The present Charter shall come into full force upon the deposit of the initial ratifications by The Federation of Cayenne Minor, The Socialist Federal Republic of SFR Philippines, The Socialist Federal Republic of New Volgo, and by a majority of the other signatory nations.

2. In faith whereof, the representatives of the Governments of The Cormorant Pact have signed the present Charter, at the Cormorant Hill in the city of Arcadia, on the 25th day of October, in the Kurzgesagt Year of 12,019.
