Proposed Change: Posing as all manner of drug dealers, art thieves, and ne'er-do-wells, the World Census attempted to estimate the amount of money an average citizen earns from the black market every year.

Proposed Change: World Census surveyors trekked from public parks and landfills to oceans, estimating the concentration of waste in every cubic meter.

Proposed Change: World Census surveyors infiltrated polling booths and community groups across the world to measure exactly how much the average citizen engages with the political process.

[026] Authoritarianism: Tiebreak by considering national policies

Proposed Change: Add factors in for most policy-based national bans, which will increase authoritarianism in an attempt to tiebreak at the top of the rankings. Also perform renormalisation to obfuscate the effect of these factors.
