The Colony of Shadow Tower is a titanic, environmentally stunning nation, renowned for its punitive income tax rates, restrictive gun laws, and stringent health and safety legislation. The hard-nosed, cynical population of 23.383 billion Westerosis are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The government — a sprawling, bureaucracy-choked, moralistic, socially-minded, well-organized morass — juggles the competing demands of Environment, Welfare, and Defense. The average income tax rate is 70.2%, and even higher for the wealthy.

The sizeable but stagnant Shadow Towerian economy, worth 58.3 trillion Crowns a year, is driven almost entirely by government activity. The industrial sector, which is extremely specialized, is mostly made up of the Trout Farming industry, with significant contributions from Furniture Restoration. State-owned companies are common. Average income is 2,491 Crowns, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Crime is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Shadow Tower's national animal is the Crow, which soars majestically through the nation's famously clear skies.

Shadow Tower is ranked 232,573^rd in the world and 8^th in Togetsu for Least Corrupt Governments, with 91.33 percentage of bribes refused.
