The Dominion of Seraphimius is a mammoth, safe nation, remarkable for its keen interest in outer space, irreverence towards religion, and devotion to social welfare. The compassionate, cynical population of 8.187 billion Seraphims are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The medium-sized, well-organized government juggles the competing demands of Education, Industry, and Healthcare. It meets to discuss matters of state in the capital city of Engellef. The average income tax rate is 43.9%, but much higher for the wealthy.

The powerhouse Seraphimian economy, worth 771 trillion kosons a year, is broadly diversified and led by the Tourism industry, with major contributions from Information Technology, Woodchip Exports, and Beef-Based Agriculture. State-owned companies are common. Average income is 94,184 kosons, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Businesses are abandoning the city centre because of the lack of transport connections, parents are shocked to find out that having kids costs money, judicial robes are the country's hottest fashion trend, and online weather reports are predicting five years of glorious sunshine for Seraphimius. Crime is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Seraphimius's national animal is the pelicanus maximus.

Seraphimius is ranked 27,601^st in the world and 3^rd in Kogaion for Largest Welfare Programs, scoring 2,770.25 on the Safety Net Mesh Density Rating.
