The President of the Confederation of the New Visayan Islands

The President of the Confederation of the New Visayan Islands is the Head of State of the Visayan Confederation. The president also serves as the Head of Government along with the seven-member Visayan Federal Council. Together with the Council, the president directs the executive branch of the federal government, but he alone serves as the Commander-in-Chief of the Visayan Confederation Armed Forces.

The Presidency as a position was established in 1987, shortly after the Free Visayan Republic seceded from the Republic of the Philippines. Elections as the Confederation took place in 1988, with then incumbent Juan Diego Cortez being reelected to the position.

The Articles of Confederation define the role of the President, who is elected every four years and can serve up to two terms. Among his responsibilities include appointing or retaining members of the Federal Council, which shares executive power with his office. The Articles also allow the President to either directly administer the District of Humabon or assign another party; this other party is typically the Vice President.

Line of Succession

The Presidential Line of Succession for the Confederation of the New Visayan Islands defines who becomes or acts as President of the Visayan Confederation if the incumbent President becomes incapacitated, dies, resigns or is removed from office.

The succession follows the order of Vice President, Senate President, Speaker of the Federal Assembly, and then the seven members of the Federal Council, beginning with the Secretary of Foreign Affairs. Those members of the Federal Council who are ineligible to act as President are also ineligible to succeed the President by succession, for example most commonly if they either hold dual citizenship with both the NVI and another nation or have not yet satisfied the age and/or residency requirements.

Members of the Federal Council are ordered in accordance with the Articles of Confederation, with acting Secretaries occupying the position of their department and subject to the same conditions of eligibility.

To be eligible to serve as President, a person must be a natural-born Visayan citizen not holding dual citizenship, at least 35 years of age, and a resident within the Visayan Confederation for at least 15 years. These eligibility requirements are specified both in the Articles of Confederation and in the Presidential Succession Act of 1990.
