Council of the President of the Republic of Lesva in exile and the Government of the Lesvan Presidential Republic in exile perceived each other as rivals before signing the Accord of Patriotic Reconciliation, where both sides agreed to declare a truce, cast aside their differences and focus on ousting the one-party ideological dictatorship of the Throngist Movement Party of Lesva (TMPL) from power in Lesva. Eventually, it was agreed that the Council of the President of the Republic of Lesva in exile would merge into the Government of the Lesvan Presidential Republic in exile to create a larger, united, sole government-in-exile that would challenge the Throngist dictatorship in Lesva.
