Preamble
Having taken into account the need to give a systematic and organic form to the changes introduced in successive phases in the juridical structure of the Holy Traditionalist Empire of Creeperopolis and wishing to make it correspond always better to the institutional purposes of the Empire, which exists as an appropriate guarantee of the freedom of the Creeperian, Salvadoran, Castillianan, and Atlántidan peoples and as a means of assuring the real and visible independence of the Creeperian Emperor and the Pope of the Holy See in the exercise of his mission in the world, We, on our own initiative and with certain knowledge, with the fullness of Our sovereign authority, and with the guidance of God Almighty, have established and hereby establish the following, to be observed as the Constitution of the Holy Traditionalist Empire of Creeperopolis:


Title I
The Human Being and the Purpose of the Empire

Chapter I

Section I

Article I
The Holy Traditionalist Empire of Creeperopolis recognizes the human person as the origin and the end of the activity of the Empire, which is organized to attain justice, judicial security, and the common good of all Creeperans, Salvadorans, Castillianans, and Atlántidans. In that same manner, it recognizes the human person, every human being, since the moment of conception. In consequence, it is the obligation of the State to secure for the inhabitants of the Empire, the enjoyment of liberty, health, culture, economic well-being, and justice. Every person has the right to life, physical and moral integrity, liberty, security, work, property and possession, and to be protected in the conservation and defense of the same. The right to honor, personal and family intimacy, and one’s own image is guaranteed. Indemnification, in conformity with the law, is established for damages of a moral character.

Title II
God and the Empire

Chapter I

Section I

Article II
The Holy Traditionalist Empire of Creeperopolis is a sovereign Creeperian Catholic state with Creeperian Catholicism as its religion; God's Book, the Holy Bible, and the teachings of His Son, the Lord and King of Kings Jesus Christ, are its Constitution. All blasphemy is illegal. Creeperian Spanish, English, and Latin are its languages and San Salvador is its capital.

Section II

Article III
The flag of the Holy Traditionalist Empire of Creepeorpolis is constituted by two fields divided horizontally, a Creeperian Black field above a White field, and bears in the center of the flag the Coat of Arms of the Empire, all according to the model which forms attachment A of the present Law. In the upper-right canton shall be the Papal Coat of Arms.

A. The Coat of Arms is constituted by the shield, lions, banner, and Papal Tiara, according to the model which forms attachments B1-B4 of the present Law.

B1. The shield of the Empire bears in the center the Cross of Creeperopolis with the inner shield being divided into four parts alternating between Creeperian Black and White. The shield itself is colored Creeperian Gold.

B2. On both sides of the shield are two Creeperian Lions holding the shield at its edges. Both are colored Creeperian Gold.

B3. Beneath the shield and lions is a Creeperian Black banner with a White outline which reads "Deo et sub Imperatore," "Under God and the Emperor" in English, which is colored Creeperian Gold.

B4. Above the shield is the Papal Tiara colored in its natural colors.

C. The flag shall be 2:1.

D. The flag shall never be flown at anything other than full mast and no flag may fly above it.

Title III
Purpose of the Imperial Government

Chapter I

Section I

Article IV
The Head of State, Emperor of Creeperopolis and the Creeperans, has the fullness of legislative, executive, and judicial powers within the Empire.

Article V
Legislative power is exercised by the Head of State, Emperor of Creeperopolis and the Creeperans. In case of the absence or impedance of the Head of State, the Grand Prince of Creeperopolis is to exercise legislative power in absentia.

Article VI
At the local level of towns, suburbs, and cities, a mayor is to be appointed by the Head of State, Emperor of Creeperopolis and the Creeperans to carry out local legislation with the permission of the Head of State. In case of the absence or impedance of the Head of State, the Grand Prince of Creeperopolis is to exercise the power of appointing mayors and approving their legislation in absentia. All mayors must be at least thirty-five years of age, have no criminal record, and be a member of the Nationalist Creeperian Catholic Royal Initiative and the Unification Pro-Fatherland Front (IRCCN y la'FPPU).

Article VII
Executive power is exercised by the Head of State, Emperor of Creeperopolis and the Creeperans. In case of the absence or impedance of the Head of State, the Grand Prince of Creeperopolis is to exercise executive power in absentia.

Article VIII
Judicial power is exercised by the Head of State, Emperor of Creeperopolis and the Creeperans. In case of the absence or impedance of the Head of State, the Grand Prince of Creeperopolis is to exercise judicial power in absentia.

Section II

Article IX
The system of government in the Holy Traditionalist Empire of Creeperopolis is that of an absolute theocratic monarchy.

Article X
Rule passes to the eldest son in line of the founding King, Alfonso I Salvador Martínez Moreno, and to their children's eldest children in line. The eldest among them must be male and a member of the Roman Catholic Church. The Heir Apparent, whose title is Grand Prince, takes over the powers of the Emperor on the latter's death.

Title IV
Rights of the Creeperans

Chapter I

Section I

Article XI
In cases of sedition, usurpation, catastrophe, epidemic, or other general disaster, or serious disturbances of the public order, the guarantees established in Articles XX, XXII, XXIII, XXIV, XXVI, XXXV, XXXVI, XXXVII, XXXVIII, and XXXIX of this Constitution shall be suspended, except for meetings or associations with religious, economic, or sport purposes. This suspension may affect all or part of the territory of the Empire and may be accomplished by a decree of the Emperor.

Article XII
In cases of war, invasion of territory, or rebellion/civil war, the guarantees established in Title IV (except Chapter II Section I, unless applicable) of this Constitution shall be suspended, except for meetings or associations with religious purposes. This suspension shall affect all of the territory of the Empire and shall be accomplished by a decree of the Emperor.

Section I

Article XIII
The vassalship and special status of the State of the Church shall not be infringed.

Article XIV
The vassalship and special status of the Principality of El Salvador shall not be infringed.

Chapter III

Section I

Article XX
The Empire protects freedom of private property and its sanctity. No one is to be stripped of his property except when it is under any sort of criminal investigation or other reason as ordered by the Emperor, in which case fair compensation is due if warranted.

The Empire protects freedom of religion in cases of private and public worship. All religious institutions may be allowed to run places of worship with government tax breaks.
The Roman Catholic Church may be allowed to run places of worship with government tax breaks.

The Empire protects freedom of speech unless directed directly at the Supreme Pontiff (Pope and King of the State of the Church) or the Emperor of Creeperopolis.

The Empire protects freedom of markets and the economy.

The Empire protects the basic human rights of all individuals.

Title V
Capital Crimes

Chapter I

Section I

Article XXVII
Abortion in the Empire is the most capital crime in the nation. There is a zero tolerance policy on all abortions for any reason due to Title I, Chapter I, Section I, Article I of this Constitution.

Section II

Article XXVIII
All individuals who preform an abortion shall be hanged. All individuals who receive an abortion shall be imprisoned for life.

Chapter II

Section I

Article XXIX
Treason in the Empire is the second most capital crime in the nation. There is a zero tolerance policy on all treason.

Section II

Article XXX
All individuals who are found guilty of treason shall be hanged.

Chapter II

Section I

Article XXXI
Homicide in the Empire is the third most capital crime in the nation. There is a zero tolerance policy on all homicides for any reason due to Title I, Chapter I, Section I, Article I of this Constitution.

Article XXXII
All individuals who commit homicide shall be hanged. Families of the victims of homicide shall be compensated appropriately.

Chapter IV

Section I

Article XXXIII
Pedophilia in the Empire is the fourth most capital crime in the nation. There is a zero tolerance policy on all pedophilia.

Section II

Article XXXIV
All individuals who are found guilty of pedophilia shall be hanged. Victims of pedophiles shall be compensated appropriately.

Title VI
Nationality

Chapter I

Section I

Article XXXV
The following are considered Creeperian citizens by birth: 1.) Those born in territories of the Holy Traditionalist Empire of Creeperopolis to Creeperian citizens, 2.) Those born in foreign territories to Creeperian citizens.

Section II

Article XXXVI
Creeperian citizens by birth are allowed to hold dual or multiple citizenship.

Chapter II

Section I

Article XXXVII
The following may obtain Creeperian citizenship status by naturalization: 1.) Native Salvadorans, Atlántidans, Castillianans, Senvarians, Senvekians, or subjects of the State of the Church with one year’s residence in the Empire, 2.) Foreigners of any origin with five years’ residence in the Empire, 3.) Those who obtain this status from the Creeperian Immigration and Customs Agency (AICC) for noteworthy services rendered to the Empire, 4.) A foreign man married to a Creeperian woman or a foreign woman married to a Creeperian man with two years’ residence in the Empire, prior to or after the time of marriage. Nationality by naturalization shall be granted by competent authorities in conformity with the law.

Section II

Article XXXIX
Creeperian citizens by naturalization are allowed to retain and hold dual or multiple citizenship.

Chapter III

Section I

Article XL
The status of Creeperian citizenship is lost when: 1.) Committing treason against the Empire, 2.) By residing for more than two consecutive years in the country of origin or by absence from the territory of the Republic for more than five consecutive years, unless permission was granted in conformity with the law, 3.) By executed sentence, in the cases determined by the law. Anyone who loses his nationality in this manner cannot regain it.

Title VII
Armed Forces

Chapter I

Section I

Article XLI
The Creeperian Armed Forces (FAC) is a permanent Institution in the Service of the Empire. All branches. are obedient, professional, apolitical, and non-deliberative.

Article XLII
The mission of the Creeperian Armed Forces is to defend the Empire's sovereignty and territorial integrity. The Emperor may exceptionally order the Armed Forces to maintain internal peace, in accordance with that provided by this Constitution. The Armed Force shall collaborate in works of public benefit which are entrusted to it by the Emperor and shall assist the population in cases of national disaster.

Article XLIII
Military service is compulsory for all Creeperans between eighteen and twenty-five years old. In the event of necessity, all Creeperans capable of performing military tasks shall be soldiers.


The present Fundamental Law replaces in its entirety the Fundamental Law of the Empire of Creeperopolis, October 8, 1778. Likewise all the norms in force in the State which are not in agreement with the present Law are abrogated. The Law will enter into force on December 24, 1833, Christmas Eve.

This new Constitution for the Holy Traditionalist Empire of Creeperopolis has been approved by:
