Technically yes you’re right. But I don’t trust people (especially not a government that hasn’t combated widespread deforestation) enough to believe that would work. Because of where has been chosen, rainforest clearance is inevitable, and if there’s a large new city on one part of the island, there’s no way to say that won’t stop further development inland.

That's true. The main reason countries invest in new cities is to encourage further development of the surrounding areas. Even if they avoid the environmental conflict at the onset, as the city gets bigger, there is no doubt that there will be a clash between the natural environment and the people that choose to live and work there. Usually, that doesn't end well for both the environment or for the human population.

It strange because cities are supposed to be these concentrated centers of living. One would assume that because the actual footprint of the urban area is small that the environment would not be affected as much as if the same population were to live a rural lifestyle and thus have a much larger geographic footprint. What do you think about that?

Sunni Muslims don't have a current universal faith leader. The Muslim communities have Imams (congregation leaders). These are local leaders that guide their congregation in prayer and offer advices and make religious decrees. They in turn often follow another older Imam that follows another Imam of the past. At the very top of the chain is the Prophet Muhammad ﷺ.
