Yes, but bigger, more populated nations, will be given more land. For example, I already specified the size and geography of Vantier, so it wouldn't make sense to say it is 10 million sq KM and place it in Japan. This way, the size of your country will be considered.
I will create that region now to get familiarized with the system now. I will leave this region temporarily. If you need anything, send me a telegram.
