A mutual defense pact among some of the region's democracies.
Preamble
The members of this Treaty reaffirm their desire to live in peace with all peoples. They are determined to safeguard the freedom, common heritage and civilization of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the Western Seas area. They are resolved to unite their efforts for collective defense and for the preservation of peace and security. They therefore agree to this Western Seas Treaty.
Article 1: General Principles
The member nations undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of this treaty.
Article 2: Development of Democratic Institutions and Economic Cooperation
1. The member nations will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.
2. Until and unless the member nations agree to other international economic policies, each member nation is hereby offered membership in the Western Isles Democratic Union, and each member nation resolves to bring the subject of membership in the Western Isles Democratic Union to its legislature for discussion, consideration, and voting, according to its constitution.
Article 3: Individual and Collective Defense
1. In order more effectively to achieve the objectives of this Treaty, the member nations, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.
2. Until and unless the member nations agree to other means of maintaining and developing their individual and collective capacity to resist armed attack, each member nation shall maintain land, air, naval, and cyberspace forces for individual and collective defense, and each member nation shall devote no less than 2% of its gross domestic product to defense.
Article 4: Consultation
The member nations will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the member nations is threatened.
Article 5: Unity in Defense
The member nations agree that an armed attack against one or more of them in the Western Isles Democratic Alliance shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them will assist the member nation or nations so attacked by taking forthwith, individually and in concert with the other member nations, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Western Isles Democratic Alliance.
Article 6: Boundaries of Unity in Defense
For the purpose of Article 5, an armed attack on one or more of the member nations is deemed to include an armed attack:
1. on the territory of any of the member nations within the Western Isles.
2. on the forces, vessels, and aircraft of any of the member nations, when in or over these territories or in or over any international waters in the Western Isles.
Article 7: Renunciation of Conflicting Agreements
Each member nation renounces any international engagements now in force between it and any other nation or state that is in conflict with the provisions of this Treaty, and shall not to enter into any international engagement in conflict with this Treaty.
Article 8: Governance
The member nations hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organized as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defense committee which shall recommend additional measures for the implementation of Articles 3 and 5.
Article 9: Admission of New Members
The member nations may, by unanimous agreement, invite any other Western Isles nation in a position to further the principles of this Treaty and to contribute to the security of the Western Isles to accede to this Treaty. Any State so invited may become a member nation to the Treaty by depositing its instrument of accession with the Government of the Ioudaia, the presiding officer of the Council, or the presiding officer's designee. The recipient of each instrument of accession will inform each of the member nations of the deposit of each such instrument of accession.
Article 10: Expulsion of Members
The member nations may expel a member nation by unanimous agreement of the remaining member nations for failing to uphold the terms and aims of this treaty, as specified:
1. failing to uphold democracy, individual liberty, and the rule of law within a member nation's borders according to a member nation's constitution, or by altering a member nation's constitution so that it no longer upholds democracy, individual liberty, and/or the rule of law.
2. failing to uphold the agreed terms for maintaining and developing a member nation's individual and collective capacity to resist armed attack as specified by Article 3.
3. repeatedly failing to assist the member nation or nations attacked as described under Articles 5 and 6 to restore and maintain the security of the Western Seas area.
Article 11: Ratification
This Treaty shall be ratified and its provisions carried out by the member nations in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the Ioudaia, which will notify all the other signatories of each deposit.
Article 12: Withdrawal
After this treaty has been in force for one year, any member nation may withdraw from this treaty six months after providing the Council with written notice of their intent to withdraw.

Western Isles Democratic Alliance, currently consisting of 5 nations: Biaten (myself), Great Altera, Ioudaia, Domanania and Martenyika. It is a defensive military alliance consisting of a handful of democratic nations in TWI, but not all democratic nations ofc as many have their internal reasons for not joining (pacifism, isolationism, legal contradictions, etc.). It's kind of like the NATO of TWI.

Almost literally, since the Treaty is the RL NATO Charter, lightly edited to fit TWI, with the addition of a requirement for members to spend an adequate amount of the GDP on defense spending, a requirement for members to remain liberal democracies, and formal rules for expelling members who don't play by the rules.
Not that this would reflect my RL opinions about what NATO needs, of course. Not at all.
