CONSISTENCY UNITY NURTURING STRENGTH

Gday, nations of the Western Isles!

Let these four words be the foundation of my speech as I announce to you all today my candidacy for the position of Secretary of Roleplay.

First, let me start by introducing myself. To some, perhaps, they already know me too well in certain channels. To some, too little besides my IC work, my current position as League Secretary General, and dispatches. I am Roendavar, my nation that is, and I have been in this region for 2 years. I have been in Nationstates for 4 years and I have engaged in creative writing for 5 years. In regards to my OOC personal life, I am an 18 year old Filipino living in the chaotic megacity that is Metro Manila.

Now that I have established those, let me introduce who I am as a person, as an officer, as a leader, and as a prime candidate for the position of the Western Isles’ Secretary of Roleplay. Throughout my two years in this region, I have been active, engaging, and consistent. Most of you can attest to this. I have published dispatches that may be few in number, but are thorough and informative. I have engaged in several TWI RPs and have helped in planning and even starting some. I have a consistent work-ethic, always sticking to deadlines yet producing quality work. My canon has been solid and consistent throughout the time that I have been here, a testament to my commitment to quality and IC-oriented work. Some say I am a perfectionist and a nit-picker, refusing to publish dispatches and do canon unless everything is ordered and planned, and the way that I see it, both are positive values for one of such position. I do not, and will not, stop until everything is (1) up to the standards of the Western Isles and (2) each and every work, both IC and OOC, breathes creativity and life into it.

Now, to return to my platform as Secretary of Roleplay. Nothing of what I shall propose is not new. They have been done on and on. However, they have not been utilized to their fullest extent nor have become engaging enough to be a TWI staple. Thus,

CONSISTENCY. Flexibility, a trait that has set our region apart from others, is our most beautiful and ugliest foundation. I, as Secretary of Roleplay, will intend to keep it so. However, I believe we can make an order of this situation. As a nod to my predecessors and fellow nations’ works, I shall revive the TWIpedia, which shall serve as a compendium of all dispatches in the region in order for constructive canon and collaboration to be followed. While canon in TWI is more often than not fought and debated over, a few healthy competitions on canon lore shall be encouraged by all means. As per the Constitution, I will maintain to post weekly updates on roleplays and IC engagements in TWI.

UNITY. It is a dream that we, the members of the Western Isles, all share, that we must be a region of active, creative, and loyal people who work side by side in order to create nations befitting of our unbounded creativity and drive to express our views and ideas. This, I will put into heart as Secretary of Roleplay. I shall advocate for more IC AND OOC ENGAGEMENT, to bridge the gap between work-oriented and social-oriented people, the Discord and the RMB, the quiet and the outspoken, the nation-builders and the IC roleplayers, and so on and so forth. I also intend to fill the positions for deputy secretaries of Roleplay in order to facilitate and manage better the roleplay in this region.

NURTURING I believe that the Western Isles holds so much potential for its members, both IC and OOC. First, I shall restart the NATIONBUILDING PROMPT, a bi-weekly or monthly writing prompt that seeks to highlight a specific value or foundation of your country. It is my belief that a nation is defined by who it is, not what it is. Throughout the years, The Western Isles has been, primarily, “a nation-building focused region” if one observes, and do not misconstrue me, that is not a bad thing. However, long objective paragraphs do not nurture our countries nor does it paint a complete picture of the vast potential for creativity in this region. That is why I am returning the Nationbuilding Prompt and I intend to keep it engaging and worthy for as long as possible. I dream of a region where we write to feel, not to establish. Last, I intend to foster and encourage more story-driven IC roleplay while revitalizing existing role plays. On the topic of story-driven IC roleplay, I have already collaborated with members of this region for a variety of topics of varying genres, something not fully explored in this region. Meanwhile, several roleplays and collaborations that hold so much potential yet they have decayed throughout the months and years, and I intend to put them in the spotlight once more.

STRENGTH. Let it be known that as Secretary of Roleplay, I will lead by understanding and compassion while maintaining the dignity and strictness needed of the position. I shall uphold the rules and guidelines of this position with specificity. The caps for roleplay and the guiding principles and rules of the region shall be upheld and strictly enforced. Strict compliance of the rules is expected, and I, frankly, will not care for mediocre explanations for why or why not. Timelines and deadlines put forth will be followed. If there is something to be done in the region, I will ensure that every box shall be ticked, judged to the exact word and sentence. I shall be firm in my decisions in laying down the laws of roleplay in this region, be that a good or bad thing depends on who you will ask.

These platforms and promises shall be fulfilled, this I promise. None of what I said is new, but I believe I have established that I will follow and implement these with all my heart and passion. I implore each and every member of the Western Isles to put their trust and hopes upon me, and I shall seek to give justice to those by acting and doing the best I can so as to not betray the demands of the position. Call me a delusional idealist, as I am known for quite well, but sometimes, it's the idealists that bring forth the good better. Quitting and hopelessness is not in my vocabulary, boring and dull are not an adjectives we wish, and silence is a sin in my book. As the President has once said on his aspirations for a Secretary of Roleplay, he wants someone active and passionate to let loose. Believe me, set me loose and I will be a monster. Vote for me. If not for me, personally, vote for the ideals and aspirations that I dream of and for this region. Together, we can and will do more.

Overview

The Type 14 Frigate project is a multinational collaboration to create a guided missile frigate for multiple nations throughout The Western Isles. The project was launched in 2020 by Domanania, Martenyika, and Great Altera. Due to issues that arose during the design process, the Alteran Republics had to back out of the program, but left their contributions to be used.

The frigate project is meant to replace outdated ships, and future proof a nations national defense. It is primarily an air-defense frigate, capable of defending against ballistic missiles, sea skimming stealth missiles, and stealth aircraft. It's secondary duties are that of anti-ship combat and anti-submarine warfare.

In February 2023, three Type 14 frigates partook in a 7 month long exercise among WIDA navies, which served as its sea trials. All three ships finished their trials in September of 2023, and were officially commissioned shortly after.


Design

The type 14 is a frigate class ship with the strike capability of a destroyer or cruiser while also incorporating stealth into the base hull design. The ship is comparable to other frigate designs in size. With a total of 48 VLS cells, it carries armament similar to some guided missile destroyers. It was designed to carry a variety of missiles, but the standard load out is 48 missiles (16 AShM/Cruise Missiles and 32 SAM/ABM). The powerful sensors and computers of this ship allows it to track over 100 contacts, and engage up to 8 targets at once.

The ship was designed to be modular to fit every nations needs. The modular nature allows the ship to carry out a multitude of missions. This includes anti-submarine warfare, drone operations, ballistic and anti-ballistic missile operations. In the Doman navy, the Type-14 fills the anti-ballistic missile role, as well as long range strike capabilities. In the Martenyikan navy, the ship is primarily an air-defense vessel, with secondary roles for ASW and Surface warfare.

For anti-submarine operations, the ship can be fitted with Anti-Submarine Missiles while the onboard helicopter is equipped with sonar buoys, torpedoes, and decoys. It is equipped with a powerful towed sonar array that is normally used for self defense or coordination attacks, but can be used offensively if equipped with offensive weapons.

For drone warfare, the ship can forgo its helicopter and convert the facilities into a drone hanger, with a launch catapult and recovery nets. This ships computers are also capable of operating multiple drones independently, or in a network. The ship can also equip a large ISR drone in its helicopter bay and provide additional information to near by ships.

Not to get your hopes up or anything but recently the map has not been updated once a week; cf. the bottom of the map page, which currently says 'edited 20 days ago'.
It depends on the number of applicants and how busy Vancouvia is. As the last update has been a while already however, there is a good chance that there will be a new one soon.

Yes, there is still much you'd be able to do to your factbooks in order to improve your RP experience from day 1 of getting on the map. If you've got any questions or want advice or anything like that, feel free to talk up in the RMB or you can TG me too. Greetings all! Yeah, not expecting to win. Roe has already made an excellent speech which I must commend him on, but let me take some of your time to propose my candidacy for Secretary of Roleplay under a much different slogan:

- TURNING A NEW LEAF -

Yeah, sure, Roe's plans are all absolutely great, I can't lie. There's no point in throwing hands there. His ideas are strong, clear, and I cannot fault that. But. Is anything there truly new? Or is it just whimsical statements on unity and strength and restarting old fads. What is required is a new, fresh Office of Roleplay, whilst abiding by the Constitution. A new generation of leadership is required if the region is to flourish as more people become more active as vaccines come out for the COVID-19 pandemic. What is required is a fresh, bold leadership, and I believe I can fulfil that.

So what is "new" exactly? Well, let's first of all focus on the fact there is no Office of Roleplay homepage? I'll fix that. Have a cup of tea, milk and one sugar, sit back, and watch a nice new dispatch for all SecRP stuff appear on the WFE by magic with myself in charge. Don't think Roe noticed that guys, so one point to me! I also feel like we should do some form of poll weekday, where various questions are posed to the region and ran back to not only the SecRP but also el presidente! These polls could range from "who has the best flag in the region?" or some trivial question to serious questions on how to better regional RP. I mean I kinda am on the back foot here, Roe has already got his speech out and I was planning to fill out Undersecretary positions but nope that's an idea-steal and I'm a chad original guy.

As for government administration, I suppose I'd be the guy to make sure we all meet up as the constitution. Punctual chad. That is me. I'd also update factbooks as fast as possible. I mean currently, I'm going through Mock GCSEs, and firstly, thanks everyone for the support! I've done a history paper (one of three) and a Spanish Listening exam, which I probably messed up. After the 11th December, I will be free of revision and mocks so I can both work on my actual IC nation (which bit of a shambles right now) and a new and fresh Office of Roleplay.

I suppose one of the main reasons for me to try and run is to be a catalyst for more new members to try and run for more positions. Like don't get me wrong, people who have been in the region for longer than some of us have clear experience, such as my opponent, but newer members such as myself have experience from outside the region that would give a new, fresh perspective. It wouldn't be democratic if the same few people keep exchanging the same positions and newer members feel like they aren't really that important. Because for me, every single person in this region holds the exact same amount of importance as the next.

Let's build a better Isles together! I'll also be reinvigorating the TWIsleBall artwork. With permission from Aiz, who I do believe heads this sect of the community, I'll foster a new, more professional looking factbook for PolandBall-inspired artwork and will allow people to submit their work whenever they feel like it. Competitions, maybe, too? Another area I feel like we should really focus on is regional conflicts IC. I will work tirelessly to create a renewed RP directory with a closer look at all the forum threads and collaborative history stuff to root out which ones just aren't really used anymore. I also want to place a particularly concise effort on the First Imperial War, as this major conflict in terms of IC history is lagging behind a bit with the change in the landscape in terms of members. Ultimately, all IC history threads need this boost in order to make sure we work together in order to achieve greatness.

In terms of regulation in RP, I myself am a stickler for realism, so me and my current opponent Roe don't particularly differ in that respect. I, too, will make sure that the caps of population, GDP per capita, etc., are all kept well within the bounds of what is expected. Roe may speak of "heart and passion", and this I belive is where we differ most. I believe that emotions should not guide the region; they are too temperamental and volatile. Instead, we should seek to be guided with reason and with justice, and not just passion and fantastical ideas. Don't get me wrong, I will be putting my all into making the region a better place for both newer and older members, but we need to make sure we aren't washed away by ridiculous lofty decision making. There have been people questioning whether I'd get burnt out in a role of power in the Isles, but I've been playing NationStates for nearly five years now, and I have learnt how to manage my time well. Every month, I will publish an 'Office of Roleplay Activity Report', alongside other publications, so you all know what's been done and what I am going to do. Think of it as some sort of timetable for both me and you all to follow.

Overview

The Type 14 Frigate project is a multinational collaboration to create a guided missile frigate for multiple nations throughout The Western Isles. The project was launched in 2020 by Domanania, Martenyika, and Great Altera. Due to issues that arose during the design process, the Alteran Republics had to back out of the program, but left their contributions to be used.

The frigate project is meant to replace outdated ships, and future proof a nations national defense. It is primarily an air-defense frigate, capable of defending against ballistic missiles, sea skimming stealth missiles, and stealth aircraft. It's secondary duties are that of anti-ship combat and anti-submarine warfare.

In February 2023, three Type 14 frigates partook in a 7 month long exercise among WIDA navies, which served as its sea trials. All three ships finished their trials in September of 2023, and were officially commissioned shortly after.


Design

The type 14 is a frigate class ship with the strike capability of a destroyer or cruiser while also incorporating stealth into the base hull design. The ship is comparable to other frigate designs in size. With a total of 48 VLS cells, it carries armament similar to some guided missile destroyers. It was designed to carry a variety of missiles, but the standard load out is 48 missiles (16 AShM/Cruise Missiles and 32 SAM/ABM). The powerful sensors and computers of this ship allows it to track over 100 contacts, and engage up to 8 targets at once.

The ship was designed to be modular to fit every nations needs. The modular nature allows the ship to carry out a multitude of missions. This includes anti-submarine warfare, drone operations, ballistic and anti-ballistic missile operations. In the Doman navy, the Type-14 fills the anti-ballistic missile role, as well as long range strike capabilities. In the Martenyikan navy, the ship is primarily an air-defense vessel, with secondary roles for ASW and Surface warfare.

For anti-submarine operations, the ship can be fitted with Anti-Submarine Missiles while the onboard helicopter is equipped with sonar buoys, torpedoes, and decoys. It is equipped with a powerful towed sonar array that is normally used for self defense or coordination attacks, but can be used offensively if equipped with offensive weapons.

For drone warfare, the ship can forgo its helicopter and convert the facilities into a drone hanger, with a launch catapult and recovery nets. This ships computers are also capable of operating multiple drones independently, or in a network. The ship can also equip a large ISR drone in its helicopter bay and provide additional information to near by ships.

The JAMM (Joint Anti-Air Modular Missile), sometimes referred to as Ceptor, series is a family of surface-to-air missiles developed by Alteran republics's Verhun Defence Systems and Noronica's Hunter Defence Systems for the two respected nations. JAMM, and its family of developed variants, shares some common features and components with previously developed medium-range air-to-air missile systems, but with updated electronics and an active radar homing seeker.

The Joint Anti-Air Modular Missile was intended to replace a variety of missile systems on Alteran Maritime Defence Force vessels by 2018, short and medium range air defence in the Alteran Ground Defence Force by 2018 and has been the Alteran Air Defence Force's primary surface and air-to-air combat system since its introduction in 2015.

Design and Characteristics


JAMM, in its ground and maritime roles, is a point defence and local area defence missile designed to respond to sophisticated missile attacks and has the capability to defend against saturation attacks of supersonic anti-ship cruise missiles, aircraft and other high-performance targets. It does this via multiple channels of fire, providing 360-degree simultaneous coverage and high degrees of manoeuvrability. Both VDS and HDS state that JAMM has a "high rate of fire against multiple simultaneous targets", providing capabilities comparable to the Broadsword and Longsword missile systems developed by Miklania; albeit in a more compact and refined design.

Design characteristics allow for low cost by modularity and minimising electromechanical complexity through implementing most functionality in software. Both VDS and HDS have stated from the offset that the modularity aspect of the missile allows for, within reason, modification of the system to allow for the 'switching in and out' of various components depending on the custom. A cited example are the difference guidance systems used by Altera and Noronica. Though broadly similiar in capability, both nations produce different systems locally for use in their missiles.

JAMM has a minimum operational range of less than 1 km and a maximum range greater than 25 km, although this capability is boosted through subsiquent use of Vertical Launch Boosters (VLBs) and the JAMM-ER (Extended Range) variants of the missile. These ranges are significantly greater than the many systems historically and currently deployed by many nations. The JAMM family of missiles has a maxium speed of Mach 3. Although this is slower than the Broad and Longsword systems, it has a strong service record of proven launch-to-kill ratios.

The JAMM system deploys an active, next-generation RF seeker which provides true all-weather performance with excellent clutter rejection capabilities; meaning there is no need for complex and high-cost fire control/illumination radars. This is a crucial part of the missiles ability to be launch from singular vehicles in its ground and aerial deployments. Additionally, a two-way datalink between missile and launch-vehicle provides a high-standard of accuracy. The associated radar system is able to continuously track the threat and provides a constant stream of secure, up-to-date tracking information to the missile with the location of the threat before the seeker takes over the missile guidance.

It's Soft Vertical Launch (SVL) system capability offers a 360° degree coverage and high degrees of manoeuvrability. In the soft-launch, JAMM utilises a gas generator to eject the missile from its canister, the benefits of which include increased range – by saving all the rocket motor’s energy to power the intercept – reduced minimum intercept range, reduced stress on launch platforms, significantly reduced maintenance costs, more compact installations on ships and there being no need to manage the hot gas efflux on board, reduced launch signature, and on land the possibility of firing the missile from wooded or urban areas. The JAMM system also features of range of Vertical Launch Boosters, which use a rocket-propellant in a variety of maritime and ground launch applications.

In its Vertical-Launch configurations, JAMM comes in its own launch canisters, or alternately can be quad-packed into the SYLVER, ExLS and Mark 41 vertical launching systems found on many warships.

JAMM’s Extended Range application is known as JAMM-ER and has been successfully deployed by many nations. The JAMM-ER missile system shares the same characteristics of the original JAMM family, with the exception of an additional rocket booster which significantly increases the missiles engagement range, out to 45 km and a slightly adapted missile structure.

Applications


JAMM’s modularity makes it a highly versatile and flexible missile that can be used in aerial, land and maritime environments. Verhun and Hunter's mission was to reduce the development and procurement costs of national defence agencies by building a system that be deployed by all three service branches. Whilst the missile is not identical, it shares a range of common modules, components and logistical requirements - proving to save significant procurement and logistical costs.

Maritime

The maritime application of JAMM is known as Sea Ceptor. The system will provide the principal air defence capability for the Alteran Maritime Defence Force - including its Arabize and Ŕdnachd Class frigates, as well as arming other navies around the world. Sea Ceptor can be easily retrofitted onto a wide range of platforms, from coastal patrol vessels to frigates and destroyers.

In addition, JAMM can also be integrated with a range of radar types to suit customer requirements. VDS claim that JAMM has a "wide target set", including the capability to engage small naval vessels, which would give the missile a limited surface-to-surface role. This has since been confirmed by the AMDF, with the Anti-Air-Warfare Officer of Ŕdnachd Class Frigate A.M.D.F.S. Tiberium stating that:

... Tiberium managed to explore the real potential of the system during her training and to say it is a real game changer is an understatement. Unlike its predecessor, the system is capable of defending ships other than Tiberium herself. Whether it’s engaging multiple air threats or fast incoming attack craft, Sea Ceptor represents a massive capability upgrade for the Ŕdnachd frigate.

JAMM is also used as a defensive weapon aboard ships and installations as a short-range counter-measure against incoming missiles and low-flying aircraft, known as the JAMM GMLS (Guided Missile Launching System). GMLS has been tested successfully in engaging small attack vessels, with a reasonable success rate. It is the defacto missile defence system aboard Alteran naval vessels and military installations.

Land

Within the land domain, JAMM is known as Cloud Ceptor by the Alteran Ground Defence Force. This application has massively increased the AGDF's aerial defence capability and is able to intercept the most challenging targets in all-weather conditions.

For international customers in the land domain, VDS markets the Enhanced Joint Air Defence Solutions (EJADS). This is a rapidly deployable point and area defence system designed to protect mobile and static high value assets. It provides all-weather protection against a spectrum of conventional and challenging air targets, including low level terrain and high altitude threats. Each EJADS launcher is scalable and can carry multiple JAMM or JAMM-ER missiles as well as being highly mobile with excellent off-road capability. The system provides EJADS with pre-launch targeting information based on track data from a suitable radar sensor.

In 2016, the JAMM missile was selected as the designated anti-air missile of the Alteran Army, opting for variants to be fired from vehicles, helicopters and man-portable systems. The man-portable system comes as a reloadable tube, with three missiles packed into each pack. Using a tracking system (laser, infra-red or radar), the aircraft can be tracked and fired upon - with the missile taking over tracking of the target if needed. The vehicle mounted systems can either launch in systems similar to the man-portable system, or the fire the Block-1 JAMM-ER missile from a vertical launch platform.

Aerial

The JAMM AAM and JAMM-ER AAM missiles have seen the widest success and deployment thus far in its aerial roles. Both the standard and extended-range variants of the missile system have seen deployment aboard a range of aerial platforms and is one of Verhun's most successfully exported missiles. In the Alteran Air Defence Force, the missile is deployed in both the short-range configuration for fighters - mostly commonly deployed on the wingtips of the Pochard fighter - and its medium-range configuration; often deployed in the internal bay of the Osprey stealth-fighter.

The Light Attack Modular Ballistic System missile family is comprised of fixed-wing, rotary and surface launched missiles developed and deployed by the Verhun Defence System company based in the Alteran Republics. The baseline LAMBS missile has served as the basis for the LAMBS, LAMBS Cruise Missile and LAMBS Surface-to-Surface.

LAMBS was originally designed as an air-launched ground attack missile developed by VDS for Altera's Air Defence Force. It was originally intended for "fire-and-forget" use against mass formations of enemy armour, using a millimetric wave (mmW) active radar homing seeker to ensure accuracy even against moving targets. Experience in through both live-fire exercises and deployment overseas led to the addition of laser guidance in subsequent missiles, allowing a "spotter" to pick out specific targets when friendly forces or civilians were in the area. The tandem shaped charge warhead is much more effective against modern tanks than older similar weapons such as the BITEL missile family, while the small blast area minimises collateral damage. Three LAMBS are carried on a launcher that occupies a single weapon station, allowing a single aircraft to carry many missiles.

Design and Characteristics


First conceived in the early 1990s, the Council for Defence was looking for a system of missiles to replace the use of the BITEL in the anti-tank and anti-structure roles. The Council requested a lighter missile system that could be deployed from an aircraft to seek and destroy armoured vehicles and structures, whilst minimising the impact of the blast radius.

LAMBS has a Tandem Shaped Charge (TSC) warhead that employs a smaller initial charge, designed to initiate reactive armour, followed by a larger, more destructive charge, designed to penetrate and defeat the base armour. It has been estimated that LAMBS will be 3 times more effective than similar missiles, employing kinetic or fragmentation warheads, against modern tanks. In combat, LAMBS has demonstrated accuracy and reliability "both well above 90 percent" according to the CoD; sources stating an accuracy of around 98%.

LAMBS was conceived as a "fire-and-forget" missile, which is loaded with targeting data by the weapon systems officer (WSO) prior to launch. It is programmable to adapt to particular mission requirements. This capability includes essentially the ability to find targets within a certain area (such as those near friendly forces), and to self-destruct if it is unable to find a target within the designated area. This information can be provided from the during instalment, from the launch vehicle or via a ground operator.

In addition to the semi-autonomous ability to decide its own targets, the LAMBS has the capacity to determine where on a target to best impact causing the most damage or resulting in elimination of the target. The missile's advanced sensor package includes its extremely high frequency millimetric wave radar, which allows the weapon to image the target and hence choose a target location. With as many as twenty-four missiles in the air, the missile's targeting system also required an algorithm to ensure that missiles hit their targets in a staggered order, rather than all simultaneously.

LAMBS can be fired in a number of attack profiles; direct or indirect against single targets, a column of targets or against an array of targets. The latter utilises a salvo attack capability for multiple kills per engagement. Once launched, the platform is free to manoeuvre away from the target area or engage another target array.

Each launch system incorporates three rails, i.e. one system carries three missiles. This allows a single aircraft to carry large numbers of missiles; for example, a Pochard could carry up to six launch systems, one each on six individual pylons, which gives a maximum payload of eighteen LAMBS missiles, in addition to a useful air-to-air payload.

Applications


LAMBS performed initial airborne carriage trials in 1998, and began live-fire testing in 1999. Although scheduled to enter service in 2001, the missile did not join the AADF's arsenal until March 31, 2005. The program was delayed several times for upgraded guidance and control software for the missile, as well as system upgrades for the Pochard and Condor - the two primary aircraft the missile was designed for deployment on.

Maritime

The maritime application of LAMBS Sea Spear is an air- and surface-launched anti-ship missile designed to strike fast-moving, swarming inshore attack ships. Although erroneously considered to be a basic adoption of LAMBS, the modular nature of LAMBS allows Sea Spear to be different than the base, air-launched LAMBS system. First, the missile is equipped with an inertial navigation system for mid course guidance, in addition to a SAL and mmW seeker for terminal guidance. Secondly, the Sea Spear carries a 16 kg payload, 10 kg larger than any other variant, to ensure it can sufficiently damage fast inshore attack craft (FIAC). Third, the Sea Spear is designed to hit swarming targets, like small unmanned aerial vehicles or missile salvos, not merely fast-moving ones. The Sea Spear model anticipates future battlespaces that will not only present cluttered environments, but also more technologically advanced adversaries.

When fired from a surface vessel, the missile uses a triple- or hex-rail launcher similar to the three-round pylon used for air-launched variants.

Land

The ground-based variant of LAMBS is known as Surface Spear, is a modified version of the base LAMBS that can be launched from the ground or from helicopters. It was developed following lessons observed in overseas conflict, which showed a need for a high-precision guided tactical ground-to-ground battlefield missile. Due to different launch requirements, LAMBS Surface Spear has a much shorter range than its airborne and cruise missile equivalents. It can be launched from a single tube, man-portable system or a quad-tube vehicle mounted launcher.

Surface Spear is a fire-and-forget missile with lock-on before launch and automatic self-guidance, as well as also having the capability of "Fire, Observe and Update" operating mode. With this, the operator can obtain a target if it is not in the line of sight of the operator at launch, switch targets in flight, or compensate for the movement of the target if the missile is not tracking the target for some reason. Hence, the missile can be fired speculatively for a target of opportunity, or to provide observation on the other side of an obstacle. The missile has a soft launch capability – the motor firing after the missile has left the launcher – that allows for the missile to be fired from confined spaces, which is a necessity in urban warfare.

Aerial

LAMBS has seen the widest adoption in its air-to-surface role, commonly deployed on fast jets or drones. When air launched, the missile meets and exceeds many air force requirements for a long-range anti-armour weapon, giving fighter aircraft the stand-off capability of destroying tanks and armoured assets deep behind enemy lines. The aerial variants of the LAMBS missiles system features similar capabilities to the ground and maritime version, with the exception that it can be launched at supersonic speeds.

In 2015, VDS unveiled a successful test of a new variant of the LAMBS - a cruise missile variant. With deployable wings and an extended body, the LAMBS-Cruise Missile (LAMBS-CM) had a range of over 140 kilometres and has seen deployment with the Alteran Air Defence force since 2018 as an air-deployed, mid-range cruise missile suitable for strikes against structures, vehicles and installations.

Summary: The Shanzian People's Party (often listed as the SP so as to prevent confusion with the SPP) is a party based in Al Shera controlling 21 of the states 33 seats in People's House. They refuse to mention Islam by name in their platform, but they have most often pushed for that religion's values and laws while claiming to support "traditional" religions. These MPs rarely have stand-out economic views, but are known to push moral issues and anti-scientific views repeatedly. They are classically against the idea of man-made climate change, push for national alcohol bans. The only truly consistent part of the party is their anti-leftism and xenophobia, which is ultimately what drives their voters.

They are primarily responsible for writing most of the environmental regulations in Shanzie as most Energy and Environment Ministers are chosen from this party. As such, this has become what they are known for just as much as their support of Socialism.

Core Beliefs: The rapid and forceful workers revolution to bring about Communism in Shanzie.
Summary: While also supporting many leftist causes in Shanzie, the RWP is most often calling for radical policies across the board. There's no issue they see that does not have a revolutionary answer. Their four seats is the highest number ever reached in Shanzie and is mostly due to a large discontentment with the continuing issues in Shanzie and Sanghora.

D: The Faith and Reform Party

Core Beliefs: Catholicism, conservative social values, anti-islamic, anti-environmentalist, anti-leftist, ethnic Nationalism.
Summary: Winning their seats in Bamora and rural Sanghora, these MPs fight strongly against their leftist and Islamic colleagues. They call for more religious protections for the Catholic faith, the dismissal of protections for Buddhist and Islamic holidays, and for the marriage of the church and state. The refuse to work with the SP even though many of their conservatives views end up lining up with each other. They claim that ethnic Bamorans have the right to hold all power in Shanzie, though this is often masked as "Shanzian Nationalism" and they will vote in favor of nationalistic legislation including laws against emigration and immigration, much like the SP.

Greetings all! Yeah, not expecting to win. Roe has already made an excellent speech which I must commend him on, but let me take some of your time to propose my candidacy for Secretary of Roleplay under a much different slogan:

- TURNING A NEW LEAF -

Yeah, sure, Roe's plans are all absolutely great, I can't lie. There's no point in throwing hands there. His ideas are strong, clear, and I cannot fault that. But. Is anything there truly new? Or is it just whimsical statements on unity and strength and restarting old fads. What is required is a new, fresh Office of Roleplay, whilst abiding by the Constitution. A new generation of leadership is required if the region is to flourish as more people become more active as vaccines come out for the COVID-19 pandemic. What is required is a fresh, bold leadership, and I believe I can fulfil that.

So what is "new" exactly? Well, let's first of all focus on the fact there is no Office of Roleplay homepage? I'll fix that. Have a cup of tea, milk and one sugar, sit back, and watch a nice new dispatch for all SecRP stuff appear on the WFE by magic with myself in charge. Don't think Roe noticed that guys, so one point to me! I also feel like we should do some form of poll weekday, where various questions are posed to the region and ran back to not only the SecRP but also el presidente! These polls could range from "who has the best flag in the region?" or some trivial question to serious questions on how to better regional RP. I mean I kinda am on the back foot here, Roe has already got his speech out and I was planning to fill out Undersecretary positions but nope that's an idea-steal and I'm a chad original guy.

As for government administration, I suppose I'd be the guy to make sure we all meet up as the constitution. Punctual chad. That is me. I'd also update factbooks as fast as possible. I mean currently, I'm going through Mock GCSEs, and firstly, thanks everyone for the support! I've done a history paper (one of three) and a Spanish Listening exam, which I probably messed up. After the 11th December, I will be free of revision and mocks so I can both work on my actual IC nation (which bit of a shambles right now) and a new and fresh Office of Roleplay.

I suppose one of the main reasons for me to try and run is to be a catalyst for more new members to try and run for more positions. Like don't get me wrong, people who have been in the region for longer than some of us have clear experience, such as my opponent, but newer members such as myself have experience from outside the region that would give a new, fresh perspective. It wouldn't be democratic if the same few people keep exchanging the same positions and newer members feel like they aren't really that important. Because for me, every single person in this region holds the exact same amount of importance as the next.

Let's build a better Isles together! I'll also be reinvigorating the TWIsleBall artwork. With permission from Aiz, who I do believe heads this sect of the community, I'll foster a new, more professional looking factbook for PolandBall-inspired artwork and will allow people to submit their work whenever they feel like it. Competitions, maybe, too? Another area I feel like we should really focus on is regional conflicts IC. I will work tirelessly to create a renewed RP directory with a closer look at all the forum threads and collaborative history stuff to root out which ones just aren't really used anymore. I also want to place a particularly concise effort on the First Imperial War, as this major conflict in terms of IC history is lagging behind a bit with the change in the landscape in terms of members. Ultimately, all IC history threads need this boost in order to make sure we work together in order to achieve greatness.

In terms of regulation in RP, I myself am a stickler for realism, so me and my current opponent Roe don't particularly differ in that respect. I, too, will make sure that the caps of population, GDP per capita, etc., are all kept well within the bounds of what is expected. Roe may speak of "heart and passion", and this I belive is where we differ most. I believe that emotions should not guide the region; they are too temperamental and volatile. Instead, we should seek to be guided with reason and with justice, and not just passion and fantastical ideas. Don't get me wrong, I will be putting my all into making the region a better place for both newer and older members, but we need to make sure we aren't washed away by ridiculous lofty decision making. There have been people questioning whether I'd get burnt out in a role of power in the Isles, but I've been playing NationStates for nearly five years now, and I have learnt how to manage my time well. Every month, I will publish an 'Office of Roleplay Activity Report', alongside other publications, so you all know what's been done and what I am going to do. Think of it as some sort of timetable for both me and you all to follow.

Do I consider myself an idealist? No. I consider myself a visionary. A visionary who is guided by reason, justice and equality. Love, passion, aspiration, all these emotive vocabulary used to tap into voters is not what I'm here to do. I am here to state the facts. And the fact is that we need to new breed of Secretary to accomplish what we all want: a better TWI.

First of all, you're attacking your opponent, which is weird. Most speeches mention what people want to do with the office, not what they will do differently from the other candidates. And removing emotion from a game? Does this mean trying to force people to live by strict government budgets rather than help them find concepts they will have fun with? or by some other number? What does this even mean?

Ultimately what we are looking for in a SoRP is activity, helpfulness, and the ability to get a new member integrated into regional RP. Controlling them with strict numbers beyond the caps is unhelpful and stifling. Facilitating roleplay, integration, and activity from newer members is what is needed.

Strict compliance of the rules is expected, and I, frankly, will not care for mediocre explanations for why or why not. Timelines and deadlines put forth will be followed. If there is something to be done in the region, I will ensure that every box shall be ticked, judged to the exact word and sentence. Yeah, cap breaking should have good explanations, but it should ultimetly come down to how the player WANTS to play his nation, not a paper on their economics. The caps were introduced and set as they were in the interest of fairness, not the interest of strict roleplay. To remove superpowers, not kill creativity. And deadlines? What deadlines? Judged? Judge what? Idk, Roe, I think Duterte is getting to your head with authoritarianism.

Is this is an assumption that one is unfit for the position just because one has emotions? Or, perhaps, you are making the notion that one cannot lead with emotion and with rationality at the same time. Emotion, a guiding principle and ethic, and rationality, the acting and decisive hand. Both can and do coexist. Rationality, without passion, is stagnation. Justice, without cause, is blind obedience.

Third, as for new and fresh, let us take a closer look at your speech exactly. None of what you said is new and fresh, sadly. The only one that would barely fit the criteria you gave us are (1) "nice new dispatch" and (2) TWIsleBall Network. (1) Yes. We don't have a SoRP dispatch, that is true, and making one is new. You got that right. Quite literal, isn't it? However, that is already expected of the position. Not really a ceiling breaker. (2) That is new and fresh and that is a great initiative. Whoever wins the position must try and foster this. However, you claim to be new and fresh, yet most of what you said are already in place or not really new. RP directory has always been there and have been consistently managed by the great Ains. Undersecretary positions are part of the Consitution, just haven't been used. History threads do need a boost, yes, but that is to be expected. Polls would also be nice, especially since it keeps engagement and conversation going. Nothing new as well.

The question of who is old and who is new is divisive rhetoric and a flawed notion. TWI have always been a welcoming and open region to all. If you're doing well, you're following the rules, and you're open to working with others in this region, so be it. Welcome to TWI. It isn't an experience thing. Members in the past have joined this region with little to no experience, and yet they thrived and continue to be loyal members. It doesn't matter if you're new or not, we all hold equal importance on this server. This is not an old order vs. new order. To imply so is disappointing. Voting for me doesn't mean you belong in the old order and hate the new people nor are new people required to vote for FUR because he's a fellow new member.

It's time to unite, TWI. Both old and new. I do not and will not stand for this kind of divisiveness. Everyone is welcome in this region as long as they abide by the rules and are active and engaging. And that will never change.

Love you Shanize and your criticism is valid. I'd just like to make it clear that I meant to convey that I will be strict, fair, and concise with my leadership. I agree that it came off harsh, but the ticking of boxes and deadlines are a figure of speech and I do mean well. Perhaps I should have changed the wording better. I mean no harm and I do not wish to stifle creativity in this region.

CONSTITUTION OF THE WESTERN ISLES



PREAMBLE

Wishing to ensure and secure a prosperous future for the region and its members, this Constitution is hereby established as the supreme, foundational law of The Western Isles.


MISSION

The mission and purpose of the region is to provide an enjoyable, accessible, fair, realistic, and lasting role-play environment.


ARTICLE I: MEMBER NATIONS

Section 1: A member nation (hereafter also "member" or "nation") is defined as a nation that exists on the map of the region, and is present in the region.

Section 2: Member nations are reserved the following rights:

1. To freely participate in the region regardless of NationStates statistics, political stance, religious persuasion, and other similar attributes;
2. To apply for open office and challenge sitting officers;
3. To receive a hearing if requested, unless in the case of insignificant consequences should a hearing result in an unfavorable outcome for the nation;
4. To have an equal voice, status, and treatment;
5. To receive equal access to regional information, regardless of topic or substance;
6. To be free from unwarranted persecution from other members;
7. To petition the government for change through the presentation of legislation;
8. To campaign politically on behalf of themselves or others;
9. To freely vote in the World Assembly;
10. To repeal and replace this Constitution following a public and accessible Convention and a member nation vote of approval of the new Constitution by at least a 3/4 majority.

Section 3: Non-member nations may enter the region but are not granted the rights of this Constitution.


ARTICLE II: FOUNDER AND SUCCESSOR

Section 1: The role of Founder is, by nature, filled by Vancouvia. The Founder shall be responsible for executing the law of the region, managing the regional map, conducting polls and elections, updating the world factbook entry and certain governmental dispatches, providing for the defense of the region, encouraging the growth of the region, and pursuing the mission of the region.

Section 2: The Founder shall appoint a Successor, who shall be responsible for securing the WA delegacy in the inevitable event of the Founder's permanent absence. The Successor shall also be responsible for overseeing a program to best ensure such aim, helping in the defense of the region and its mission, and aiding the Founder and the region in any matters necessary.

Section 3: Upon the permanent absence of the Founder, the Successor shall be then referred to as the Executive Delegate and absorb the Founder's position. The Executive Delegate shall aim to smoothly transition the region through any crises, and may exercise reasonable judgment to ensure that the spirit of the region and its mission is maintained.

Section 4: The Executive Delegate shall also name a Successor, who shall serve as outlined in this article, in order to ensure the continuity of government and the delegacy for the future.


ARTICLE III: REGIONAL RULES

Section 1: The Regional Rules are a separate document from this Constitution. The Regional Rules dictate the rules of the map, as well as various public, out-of-character codes of conduct. Examples of the latter are: general rules about how to treat fellow region members out-of-character, rules about posting on the regional message board, and rules about sending regional telegrams.

Section 2: The Regional Rules are defined by the Founder, who may edit them at any time, within reason.

Section 3: Should this Constitution and the Regional Rules contradict one another, then the Regional Rules take precedence.

Section 4: Contradictions between this Constitution and the Regional Rules should preferably be resolved through convincing the Founder to edit the Regional Rules in such a way that they no longer contradict this Constitution. Failing that, the contradiction will have to be resolved through an amendment.

Section 5: This article cannot be amended unless it is in contradiction with the Regional Rules.


ARTICLE IV: EXECUTIVE BRANCH

Section 1: An executive branch consisting of the following officers and duties thereof is hereby established. No executive officer may serve in more than one office at a time.

Section 2: There shall be a President, who shall be responsible for leading the region through both normal operations and extraordinary crises, delegating tasks to executive officers, supervising the conduct and activity of executive officers, ensuring the continued well-being of the region, providing necessary services and actions, managing embassies and other foreign policy matters, and enforcing the laws of the region.

Section 3: There shall be a Secretary of Recruitment, who shall be responsible for recruiting and attracting new and suitable nations to the region, welcoming new nations, facilitating their assimilation into the region and ensuring their progression; and promoting the happiness, well-being, and harmony of member nations.

Section 4: There shall be a Secretary of Role-Play, who shall be responsible for creating reasonable, common-sense standards of role-play to ensure an enjoyable, accessible, fair, realistic, and lasting regional setting; promoting and facilitating that setting through the proactive creation of role-playing opportunities; and assisting nations with their individual role-play growth.

Section 5: There shall be a Secretary of Information, who shall be responsible for summarizing and reporting on the period's major role-playing events, informing on the government's activity and progress, gathering and displaying interesting or important regional statistics, and overseeing official regional documentation and publications.

Section 6: Executive officers may issue Executive Orders, so long as those orders do not violate the Constitution or the Regional Rules, do not grant powers to any executive officer, and are within the scope of their office. Executive Orders should be issued in order to clarify or create substantial policy decisions or standards. Executive officers can repeal the orders of their office's predecessors through an order. The President must approve before orders are enacted or repealed.

Section 7: Executive officers must carry out their duties to the best of their abilities and should resign if they can no longer adequately carry out their responsibilities. Each of the three secretaries are encouraged to delegate tasks to other members in order to accomplish a greater quantity and quality of their necessary tasks. The officer and those delegated may form a committee, and may, if efficient or beneficial, make decisions democratically.

Section 8: Executive officers must regularly meet, under the supervision of the President, in order to coordinate and assign tasks, discuss pressing issues, and review any other necessary matters. The President shall be required to publish an activity report on these meetings.


ARTICLE V: LEGISLATION AND CHANGE

Section 1: Any member nation may author and present proposed amendments to this Constitution.

Section 2: The proposed amendment must receive at least two out of four endorsements from the executive officers, who shall review it for its format, its merit, its necessity, and its justification.

Section 3: After receiving the required endorsements, the proposed amendment shall go to vote in a public poll wherein all member nations may vote. If the proposed amendment receives at least a 2/3 majority of the vote, it shall be immediately enacted.


ARTICLE VI: ORDER AND HEARINGS

Section 1: The Founder and President shall jointly be responsible for preserving an environment of order, safety, courtesy, respect, tact, and civility.

Section 2: The Founder and President may independently enforce the laws and rules of the region, but should, when able, consult each other on substantial events. They shall have the authority to enact whatever punishments deemed fit against members who break the law or rules, taking into consideration the history of the member, the severity of their act, their intentions, the circumstances of the act, and past punishments for similar actions. The Founder and President shall provide information and reasoning to the member pertaining to the situation in question. Upon request, these shall be provided to the region as well.

Section 3: If they deem the reasoning insufficient, they feel they were unfairly acted against, and the Founder and President are steadfast in their decision, a member or former member can request a hearing for themselves. The three Secretaries shall then select one Arbitrator each from the pool of active member nations who currently have no capacity in the government. These three Arbitrators should be as unbiased and capable as possible. They shall hear from both sides and then promptly make a decision: either confirming the Founder and President's action or amending it to an extent deemed suitable.


ARTICLE VII: ELECTIONS AND CHALLENGE ELECTIONS

Section 1: Challenge elections shall be held for the purpose of maintaining a fresh cycle of officers. Any non-officer can challenge an officer for their position through an election. Challenge elections may only occur after the defending officer has spent 30 days in office, or is clearly unwilling to or incapable of fulfilling their duties as judged by the President (or the Founder if the defending officer is the President). Any other non-officer who was not the challenger may also run for the position in the same election; there is no limit to the amount of candidates that may run. An officer must resign their current position if they choose to run for another position.

Section 2: All elections occur via direct member nation vote. The candidate that receives the most votes will be elected to the office.

Section 3: In the event that voter fraud is discovered after an election has concluded and another nation would have been elected if the fraud did not occur, the true winner of the election will be placed into the office.

Section 4: In the event of a tie, the tied candidates will be the sole candidates in a new election with a shorter election period. If that election results in a tie, the President shall decide the winning candidate from among those who tied. If the tied election is for the Presidency, the Founder shall decide the winning candidate from among those who tied.

Section 5: Elections for the purpose of filling vacant offices shall occur in the same manner as outlined in this article.


ARTICLE VIII: OTHER CHECKS AND BALANCES

Section 1: The President may dismiss officers who have failed to execute their duties.

Section 2: The President may pardon banned nations and allow them re-entry into the region.

Section 3: Member nations shall retain the power to decide on any significant inter-regional alliances through direct majority vote.

Section 4: Member nations shall retain the power to repeal any executive order through a vote that receives at least a 2/3 majority. The officer in the affected office may not issue any similar order until 30 days have passed.


ARTICLE IX: CRISES AND SUSPENSION

Section 1: During time of crisis or calamity, this Constitution may be temporarily suspended by the Founder in order to enact necessary change that would have been otherwise greatly difficult. The suspension shall be lifted as soon as a relative stabilization has occurred.


ARTICLE X: INTERPRETATION

Section 1: Any disagreements about the wording of this Constitution shall be solved democratically through amendments that aim to clear up any ambiguous language.

Section 2: At all times, officers and members shall work together to best accomplish the mission of the region.


ARTICLE XI: ENACTMENT

Section 1: Following the enactment of this Constitution, certain Executive Orders listed below this document shall remain in effect.

Section 2: Following the enactment of this Constitution, the President and Secretary of Information shall retain their offices, while the Secretary of the Exterior shall become the Secretary of Recruitment, and the Secretary of the Interior shall become the Secretary of Role-Play.

About the Dispatch of the Month

The Dispatch of the Month is a program launched and run by the Office of Information. As stated before, the program involves the office featuring a dispatch it likes and feels the need to commend. The program was done in order to stimulate regional activity, encourage creativity, improve writing skills, and boost the overall nationbuilding quality.

The following requirements need to be met in order for a dispatch to be eligible for nomination:

  • Author must be in the region and regional map

  • Dispatch will have to be posted within the month

We determine the Dispatch of the Month results through a number of criteria. Each are worth 10 points, and the highest total score you can achieve is 40. The criteria are:

  • Uniqueness: What makes it different from other dispatches and nominees.

  • Creativity: How original and creative the dispatch itself is.

  • Visual Appealingness: How appealing the dispatch is.

  • Information: How informative the dispatch is.

    You can also nominate any dispatch (yes, even yours) so long that it meets our guidelines. This greatly helps us reach a larger number of dispatches and possible nominees. However, only the dispatch with the highest total points based off our criteria will claim the title of Dispatch of the Month.

Of all the offices, SoI and SoRP take up the most time - they're both about more than just logging on and keeping tabs on things. A good SoRP will have enough time to foster RP in the region for both new and old members. You need to be creative, inclusive, active, and willing to clear up confusion in a tactful way. If anybody considering the office sees this please be aware of the commitment.

And I found it rather ironic you begin talking about the Isles being inclusive and welcoming. With your authoritarian stance on 'deadlines' and regulations I wouldn't call your 1984 fever dream a welcoming idealist paradise.

It is overwhelmingly intermediate and established nations who seek to go beyond the soft-caps in this region. There has always been a bias towards newer nations not getting it because they haven't built up the reasoning and justification for it yet.
