Prologue: The San Javier Conflict

It started in 1973, when President Rodrigo Emmanuel Cajillo, remembered as "El Presidente", attempted to tighten his rule at the end of his term as President. His socialist style of government was pushed on the people of San Javier and El Presidente's rivals, mostly vested in the San Javier Unification Party, had been declared illegal. What he wished to be a non-violent transition of power quickly evolved into a country-wide civil war as the San Javier Unification Party, rebranded as the Presidential Republic of San Javier, gained international support. As the fighting escalated throughout the mid-70s, the power of the central government evaporated across the countryside and most importantly Javieran Steppe. The lack of a central government led the more opportunistic to form cartels that seized control of San Javier's poppy production, and cut off the oil fields behind bribes, kickbacks, and general corruption.

In 1979, things turned for the worst as the largest of these cartels, the Anliana Cartel, managed to successfully invade the then capital and oust the communist government. Since then, the conflict has died down as foreign actors pulled out of the dumpster fire it had become. This rendered the formerly dominant communists and their sympathizers alone in the wildernesses of San Javier to fend for themselves as both cartels and the new Presidential Republic hunted them down. The cartels still controlled the Steppe, and the new government did not have the resources to take them on, entering in a tacit agreement to allow the cartels control of the Steppe in exchange for whatever racket they demanded.

Corruption is commonplace across San Javier, with some cases going so extreme as cartel bosses and police chiefs of various towns and villages spending days on end high off opium while police officers and cartel members raid the town of its valuables. For most of the time since the 80s, the only real conflict has been between rival cartels and the few incorruptible police officers that are frequently thrown into the front lines of the quiet war between the Javieran Government and whichever cartel was on the hit list that month.


In mid to late 2016, news broke throughout the international community with governments admitting to taking sides in the original conflict. This spurred a response from most that demanded that these governments right their wrongs and end the conflict they had created. An international coalition led mostly by Vancouvia and Corindia entered San Javier and put an end to what remained of an organized socialist community in the islands. Around the same time, the conflicts between the cartels and the Presidential Republic all but ended outright, a result of foreign motivations on both sides.

The operation ended nearly a year later, its members declaring "Mission Accomplished" and went home. It did not take long from there for the situation to worsen from the state it was in before the intervention. The Presidential Republic fell apart in the immediate months following, what remained of the central government was taken over by a military junta known as the People's Freedom Coalition with General Pedro Fresia at its head as Chairman. Since 2016, the Javierian junta managed to successfully grow and export tobacco crop to compete with the old poppy industry still dominated by the cartels of the steppe, giving the people along the border a reprieve as military forces enacted martial law and removed the corrupted police and cartel bosses from their towns.

However, corruption still runs rampant in both the steppe and in the central government, as unregulated tobacco and opium floods the markets of eastern Argus, most especially Menna Shuli.

Chapter 1: Lights, Stage, Curtains

Things began to turn towards something new when MEK reported on 11 July, 2018 that 'uhitap Aspu Kashaka had succumbed to a stroke, with doctors concluding that its cause was related to a lifetime of smoking causing serious harm to significant amounts of his body. MEK further reported on 17 July that calls were coming to start a mass anti-smoking campaign in response. As revealed by MEK in the same report, "one in every three Mênnan adults is believed to regularly consume tobacco products ... even children are smoking" eventually the report began to pin blame on San Javier, the source of most Mennan tobacco as a root cause of the smoking crisis, and even went as far as to implicate them in "[being] in bed with criminal organizations that smuggle cocaine and other opioids into the country, fuelling our own organized crime concerns".

The response by the Mennan government to the loss of its leader was mixed at best, with the Sâtêp, the Mennan 'Senate', arguing over how to operate in the 'uhitap's absence. This debate began to grow heated, eventually coming to a head when Kivêlâ Hitap Hushkin Kêt challenged Kivêlâ Hitap Kulat Kanshêkitet to 'êsh, a formal duel of honor in Menna Shuli that hasn't been practiced in the Sâtêp for years. The duel eventually ended in the latter's death. Cooler heads eventually prevailed as the Sâtêp voted to appoint Hitap Tatta Ushu as 'uhitap a tempore for six months, until 'uhitap Aspu Kashaka recovered, or a permanent decision could be made if Aspu's conditioned worsened. 'uhitap a tempore Tatta Ushu's first action was to join the condemnation of Thuzbekistan and Samudera for their actions in Orsandia that precipitated the Second Orsandian Civil War. This was followed just over a week later by a decision to consider initiating sanctions against San Javier, as further evidence began to implicate the junta in taking advantage of the brief crisis in Menna Shuli's government to heighten the drug trade. Over this time, the situation in Menna Shuli got worse as terrorist threats were realized throughout the period, culminating in the assassination of 'uhitap a tempore Tatta in their motorcade. After that, Ihwala Luktsha took over as 'uhitap a tempore until Aspu Kashaka woke up in a stable condition several months later.

Chapter 2: Wrath of the Mennan Lion

With 'uhitap Aspu Kashaka awake and stable, things began to look up for Menna Shuli again as the father of the nation began his path of recovery, with doctors stating a few days after he woke that most of the damage was focused on his motor functions, leaving him paralyzed for the time being. The Mennan people reacted to this news in a rather strange manner, heightening protests for a Mennan Constitution to address the failure that was the past few months. Fortunately, this was perfectly utilized by 'AT Ihwala who held talks with protest leaders from across Menna Shuli, making deals that includes "workplace safety regulations, union legalization for the vêkivêv'at, loosening of movement restrictions, and potential access to small business licenses to the worker caste" among others. While Mennan Modernists and Diasporists applaud the talks for their progress, Traditionalists view it as subversive for the 'AT to continue to act while the condition of the 'uhitap remains uncertain, especially in what they view as such a radical manner. However, Ihwala assured the people that any final decision will go through the Senate, reaffirming their stance. Around a month later, after the doctors confirmed that Aspu has regained enough of his motor functions to speak clearly, MEK reported he dictated a statement to an aide which was transmitted moments later.

In Aspu's statement, he commended the Senate for acting in his absence and the Mennan people for their continued support. However, he further went on to attack San Javier and Javerian tobacco for the smoking epidemic that faced Menna Shuli, calling for serious regulations on Javerian tobacco as a means to fight the crisis. Under the backing of the 'uhitap, the Senate quickly passed legislation to create and enforce new trade regulations on San Javier, particularly focusing on the establishment of a quota on certain products and mandatory cargo inspections on all Javerian ships entering Mennan ports, an action which has precipitated into a battle of words between the foreign departments of both states over the use and usefulness of such legislation. However, it was revealed a few days later that actual enforcement would be more difficult than what was initially suspected, mostly as a result of Javerians refusing to submit to inspection, while simultaneously uncovering that several Javerian ships had been carrying illicit drugs into Menna Shuli. It is also around now that the Miklanian Coast Guard becomes more active with the Mennan Trade Department in its efforts to bring San Javier to task. Around the same time, Dormill and Stiura launches its own investigation into the affairs of San Javier in their nation in response to the actions in Menna Shuli.

Here's something I've decided to start doing. This will be my best attempt at recapping everything that has so far happened in As the Poppies Bloom, starting with the Prologue and Chapter 1.

One small thing missed was that Tatta was assassinated and replaced as 'AT bt Ihwala Luktsha.

Yeah I missed quite a few MEK articles as they related more closely to the crisis that ensued after Aspu went under, I felt that they wouldn't be as relevant to San Javier as the rest were.

The Isles Seal, (Phoca vitulina) is a true seal found along marine coastlines of The Western Isles.

Isles seals are brown, silvery white, tan, or gray, with distinctive V-shaped nostrils. An adult can attain a length of 1.85 m (6.1 ft) and a mass of 132 kg (290 lb). Blubber under the seal's skin helps to maintain body temperature. Females outlive males (30–35 years versus 20–25 years). Isles seals stick to familiar resting spots or haulout sites, generally rocky areas (although ice, sand, and mud may also be used) where they are protected from adverse weather conditions and predation, near a foraging area. Males may fight over mates under water and on land. Females bear a single pup after a nine-month gestation, which they care for alone. Pups can weigh up to 16 kg (35 lb) and are able to swim and dive within hours of birth. They develop quickly on their mothers' fat-rich milk, and are weaned after four to six weeks.

The global population of Isles Seals is 350,000–500,000, but subspecies in certain habitats are threatened. Once a common practice, sealing is now illegal in many nations within the animal's range.

Description and Identification
Individual Isles seals possess a unique pattern of spots, either dark on a light background or light on a dark. They vary in color from brownish black to tan or grey; underparts are generally lighter. The body and flippers are short, heads are rounded. Nostrils appear distinctively V-shaped. As with other true seals, there is no pinna (ear flap). An ear canal may be visible behind the eye. Including the head and flippers, they may reach an adult length of 1.85 meters (6.1 ft) and a weight of 55 to 168 kg (120 to 370 lb). Females are generally smaller than males.

Distribution and Habitat
Isles Seals prefer to frequent familiar resting sites. They may spend several days at sea and travel up to 50 km in search of feeding grounds, and will also swim 100+ miles upstream into fresh water in large rivers. Resting sites may be both rugged, rocky coasts, such as those of the Gael or the shorelines of Argus, or sandy beaches. Isles Seals frequently congregate in harbors, bays, sandy intertidal zones, and estuaries in pursuit of prey fish such as salmon, menhaden, anchovy, sea bass, herring, mackerel, cod, whiting and flatfish, and occasionally shrimp, crabs, mollusks, and squid. Seal subspecies of either Europe or North America also exploit deeper-dwelling fish of the genus Ammodytes as a food source and Pacific subspecies have been recorded occasionally consuming fish of the genus Oncorhynchus. Although primarily coastal, dives to over 500 m have been recorded. Isles Seals have been recorded to attack, kill and eat several kinds of duck.

Behaviour
Isles seals are solitary, but are gregarious when hauled out and during the breeding season, though they do not form groups as large as some other seals. When not actively feeding, they haul to rest. They tend to be coastal, not venturing more than 20 km offshore. The mating system is not known, but thought to be polygamous. Females give birth once per year, with a gestation period around nine months. Females have a mean age at sexual maturity of 3.72 years and a mean age at first parturition of 4.64. Both courtship and mating occur under water. Pregnancy rate of females was 92% from age 3 to age 36, with lowered reproductive success after the age of 25 years.

Birthing of pups occurs annually on shore. The timing of the pupping season varies with location, occurring in February for populations in lower latitudes, and as late as July in the subarctic zone. The mothers are the sole providers of care, with lactation lasting 24 days. Researchers have found males gather under water, turn on their backs, put their heads together, and vocalize to attract females ready for breeding. The single pups are born well developed, capable of swimming and diving within hours. Suckling for three to four weeks, pups feed on the mother's rich, fatty milk and grow rapidly; born weighing up to 16 kilograms, the pups may double their weight by the time of weaning.

Isles seals must spend a great deal of time on shore when moulting, which occurs shortly after breeding. This onshore time is important to the lifecycle, and can be disturbed when substantial human presence occurs. The timing of onset of moult depends on the age and sex of the animal, with yearlings moulting first and adult males last. A female mates again immediately following the weaning of her pup. Isles seals are sometimes reluctant to haul out in the presence of humans, so shoreline development and access must be carefully studied in known locations of seal haul out.

In comparison to many pinniped species, and in contrast to otariid pinnipeds, seals are generally regarded to be more vocally reticent. However, they do utilize non-harmonic vocalizations to maintain breeding territories and to attract mates during specified times of year, and also during mother and pup interactions.

Annual survival rates were calculated at 0.91 for adult males, and 0.902 for adult females. Maximum age for females was 36 and for males 31 years.

They may spend several days at sea and travel up to 50 km in search of feeding grounds, and will also swim 100+ miles upstream into fresh water in large rivers. Resting sites may be both rugged, rocky coasts, such as those of the Gael or the shorelines of Argus, or sandy beaches. Isles Seals frequently congregate in harbors, bays, sandy intertidal zones, and estuaries in pursuit of prey fish such as salmon, menhaden, anchovy, sea bass, herring, mackerel, cod, whiting and flatfish, and occasionally shrimp, crabs, mollusks, and squid. Seal subspecies of either Europe or North America also exploit deeper-dwelling fish of the genus Ammodytes as a food source and Pacific subspecies have been recorded occasionally consuming fish of the genus Oncorhynchus. Although primarily coastal, dives to over 500 m have been recorded. Isles Seals have been recorded to attack, kill and eat several kinds of duck.

Isles seals are solitary, but are gregarious when hauled out and during the breeding season, though they do not form groups as large as some other seals. When not actively feeding, they haul to rest. They tend to be coastal, not venturing more than 20 km offshore. The mating system is not known, but thought to be polygamous. Females give birth once per year, with a gestation period around nine months. Females have a mean age at sexual maturity of 3.72 years and a mean age at first parturition of 4.64. Both courtship and mating occur under water. Pregnancy rate of females was 92% from age 3 to age 36, with lowered reproductive success after the age of 25 years.

Birthing of pups occurs annually on shore. The timing of the pupping season varies with location, occurring in February for populations in lower latitudes, and as late as July in the subarctic zone. The mothers are the sole providers of care, with lactation lasting 24 days. Researchers have found males gather under water, turn on their backs, put their heads together, and vocalize to attract females ready for breeding. The single pups are born well developed, capable of swimming and diving within hours. Suckling for three to four weeks, pups feed on the mother's rich, fatty milk and grow rapidly; born weighing up to 16 kilograms, the pups may double their weight by the time of weaning.

Isles seals must spend a great deal of time on shore when moulting, which occurs shortly after breeding. This onshore time is important to the lifecycle, and can be disturbed when substantial human presence occurs. The timing of onset of moult depends on the age and sex of the animal, with yearlings moulting first and adult males last. A female mates again immediately following the weaning of her pup. Isles seals are sometimes reluctant to haul out in the presence of humans, so shoreline development and access must be carefully studied in known locations of seal haul out.

In comparison to many pinniped species, and in contrast to otariid pinnipeds, seals are generally regarded to be more vocally reticent. However, they do utilize non-harmonic vocalizations to maintain breeding territories and to attract mates during specified times of year, and also during mother and pup interactions.

Annual survival rates were calculated at 0.91 for adult males, and 0.902 for adult females. Maximum age for females was 36 and for males 31 years.

Background:
The Equality Council is led by Rachel Alpin, the very benevolent dictator of Enchanta. The Council is only an accessory to her rule, and only exists to give a sense of democracy. To not raise suspicion, the politicians in the Council are removed from office every six years, and citizens can vote for new members. Although the official government work is performed by the Chief Executive, it is not acknowledged often. Even political rivals of Alpin tend to work as messengers for the Council. Rachel has a short temper, and has a secret blacklist of nations who anger her. However, this list is hidden from the public, to give an illusion of peacefulness in Enchanta. Rachel’s main purpose is to spread Enchanti beliefs and Equilsm throughout the Isles.
Note: ICly no one talks about the dictatorship openly. Enchanta must be referred to as a democracy.

Equilism is the principle faith in Enchanta, being practiced by 85% of the population, almost everyone is a member of the Church of Equilism or a related sect. Everyone in the Equality Council is expected to be openly Equilist and public policy is based on Equilism. The Council is in charge of the Church, since Rachel is a member. There is also an inquisition to ensure Church stability.
Actual Crisis:
As for the Modernists , they are an armed resistance that seeks to dismantle Rachel Alpin’s rule. The Modernists consist of anarchists, atheists and other people that Alpin opposes. Most of these people work silently and the ones who work openly have a distinctive marking on their body. Modernists, up until recently, have only slightly disrupted the work of the government or the Inquisition. However, since Rachel fell ill, many Modernists have stepped up their acts from minor acts of disruption to domestic terrorism. They have been organized by a charismatic leader named Analita Romanov who is currently in hiding. Now the Modernists have directly challenged the Equality Council and the news claims that the Modernists are promoting acts of violence against the nation.

Currently, Rachel is recovering from her disease and will be angry to find out what has happened. When she is able to go back into politics, threaten war. She will request League Peacekeepers to help but they will not come. She will declare a civil war against the Modernists (after an assasination attempt) and gather all Equilists and Enchanta’s allies to fight on behalf of the government. Refugees will be drafted to fight on behalf of Enchanta as well. There will be many battles and it will be a long war, then the Modernists shall stop fighting and the war will be over. However, no side truly one the war and the Modernists still have a strong presence in Enchanta. Enchanta will try to rebuild itself but it will still be politically shaken.
