You may be a Delegate. Any player with a nation having membership in the WA may be a Regional Delegate. However, your ability to achieve that goal will depend on many things. Among those things is political acumen and social engineering skills. And it helps to know some mechanics of the game as well.

First, if I have two other nations, can I still create a region with one of them while staying in other regions with my other nations?
Second, if I create a region but I don't like being the founder of that region, can I delete my region and find myself another region? Thanks in advance!

First question; Yes, you can.
Second question; Yes, you can. You just have to empty the region from nations, and the region will be deleted itself when update happens, which is around 12 pm/am EST. You can make another region with the same nation.
TWP: I'll reply to Trilanian in Spanish, and I am feeling lazy to translate, so you can Google it :p
@Trilanian: No se puede. Este juego no es un juego de guerra, sino de simulación. Eso quiere decir que no existen mecanismos para la guerra. Una región o varias pueden declararse la guerra entre ellas, pero no hay un mecanismo tampoco. Lo que hacen es mover naciones y tratar de robarse la Delegatura mediante votos a otro en lugar de al delegado oficial.
En resumen: este juego no es de guerra.
