Grand Governor Velasco was shot in Floron, Biasouthia, just after he finished he's speech.
Following the Massacre on the Border*, an area near the local Border Protection Station was chosen to be made into a park and memorial for the immigrants that died during the incident. An event was planned to be held at the site to allow citizens to break ground and start development of the park. Grand Governor Velasco attended the event, and gave a speech before the event started. In his speech, he spoke about the charges placed on the officers involved in the massacre; reform in law enforcement; and the various comments of Biasouthian Governor, Cori Waters. Grand Governor Velasco accused Governor Waters for having some influence in the occurrence of the massacre.
Just after the Grand Governor finished his speech, a local woman, now identified as 47-year-old Anna Haines, shouted "you don't care about Aarmans" before firing twice at Velasco. Almost just as Haines shot the second time, she was shot and killed by a two designated marksmen of the Emperor's Guard. The first bullet entered and existed Velasco's neck; the second bullet entered and stayed in Velasco's chest, injuring his heart. Velasco was rushed to a local hospital where he underwent surgery. Velasco was deemed to be in a stable condition, but his health is slowly declining. Due to his heart unable to function normally, Velasco was equipped with a LVAD until he undergoes a heart transplant.
Just before Grand Governor Velasco underwent surgery, Lieutenant Governor Banner assumed the duties and responsibilities of the Grand Governor.
An investigation into the incident has been launched by the Emperor's Guard.
