The Embassy is one of the most prominent "embassy collector" regions out there, and has been a place to chat and forge bonds for nations from many different regions for a long time now. While such embassy collectors may be frowned upon by some nations, you cannot deny the significance of this particular one, and we must not let this historic region get buried by the greed of a few nations to get a temporary kick, which is nothing in relation to the history being destroyed, out of it.

Background Information

Proposal title: 'Commend Honeydewistania'
Author: Calamari Lands
Purpose: To award Honeydewistania a badge of commendation for being the author or co-author of many World Assembly resolutions, antifascist efforts as part of the MT Army and Antifa, and contributions as a member of government to Mariner Trench and the URA.

The Office's Analysis

The at-vote resolution, "Commend Honeydewistania", is decently written and presents plenty of reasons for issuing a commendation for the nominee in a nicely structured manner. Honeydewistania has authored or co-authored no less than 20 resolutions in the World Assembly, but additionally to the sheer number of authorships, the frequent help they've provided to newer nations looking to write proposals is what really sets the nominee apart. Also tying in to WA matters is their work in the United Regions Alliance, where they helped in building a professional WA program, but this is only one organization they immensely contributed to: Prominently their accomplishments with the MT Army and Antifa in fighting fascism on NationStates are rightly highlighted by the proposal. Thus, OWL recommends a vote FOR the at-vote resolution, "Commend Honeydewistania".

Honeydewistania has been a great friend to me and also a helpful mentor when I began greater involvement within the World Assembly. So far, I have written two resolution proposals, and both times he helped me in the early stages of my writing. As this commendation mentions, he helped numerous other first-time writers as well. He consistently writes high-quality legislation, and indeed is an incredibly prolific writer in both the GA and the SC. I also had the honour of working with him in both Mariner Trench and the URA, so I can confirm that his contributions outside the WA are also noteworthy. He has been a valuable ally in the fight against fascism on NationStates as part of the MT Army, and like this commendation says, was quite instrumental in certain anti-fascist operations. Honeydewistania has proven himself to be a community leader in both the World Assembly and the greater NS world, and in my opinion has truly earned this commendation.

NEW SECURITY COUNCIL PROPOSAL DISCUSSION AND VOTE
---------------------------------------------------

Title: Repeal "Commend Northern Borland"
Author: Noahs Second Country
Purpose: To repeal Northern Borland's recent commendation, arguing the sarcastic language and glorifications in it scar the meaning of a commendation.

Noahs Second Country wrote:Security Council Resolution #342 “Commend Northern Borland” shall be struck out and rendered null and void.

The Security Council,

Conscious of the fact that the nation of Northern Borland is indeed an inspiration to many nations around the multiverse who may celebrate policies such as open markets and gun ownership,

Observing that, despite this fact, the resolution responsible for Northern Borland’s commendation is flawed and uncouth, misrepresenting Northern Borland and misleading voters,

Not entirely understanding the resolution’s glorification of the following:

  • Obesity and consumption of unhealthy foods, while the health problems associated with such practices are not mentioned at all,

  • Lack of child labor and child gambling restrictions, which may contribute to extreme levels of youth crime and general rudeness,

  • A high rate of secularism in East Borland, yet also the heavily religious society of Deep South Borland,

  • Destruction of the environment, despite praising Deep South Borland’s incredible environment,

Dreading the dangerous precedent set by the adoration of such policies, which may result in future recognition of other dangerous nations, scarring the meaning of a commendation,

Emphasizing the many occurrences of the informal and openly sarcastic language used throughout the proposal, such as:

  • The observation that nations are “jumping with joy” over Northern Borland’s extremely high death rate due to the profitability of niche industries that only exist as a result of unfortunate circumstances,

  • Irrelevant details such as the “fashionable” nature of business suits,

  • Various disrespectful descriptions of people-groups such as “murderous lunatics” or “infidels”,

  • Vague claims, such as East Borland “breaking multiple stereotypes” or linking a lack of courts with low crime rates, but not explaining the correlation,

Making a note of Northern Borland’s widespread influence over like-minded nations who wreak havoc on their citizens in pursuit of economic gain, which largely outweighs any positive influences the Borland nations may provide,

Nervously hoping the thousands of votes that went in favor of the resolution without considering the points listed above will be rethought, enabling the Security Council to once again be free of unsophisticated drivel,

Hereby repeals SC#342, “Commend Northern Borland”.

A sense of humor in the WA isn't completely out of place (see clause 4 of GA 408 "Ban on Secret Treaties"), and regarding the sarcastic use of words such as "jumping with joy", in SC 307 "Condemn Auphelia", we have a precedent where the SC is literally "turning up its nose" and "tut-tutting", so I don't think that's a problem. The commendation is a parodic take on recognizing the immense dedication of Northern Borland to the Issues game, and I believe if it had to be repealed, it shouldn't be done by a proposal only dryly reciting why no fun should be allowed in the WA. As the author of the original proposal stated, I think it would deserve a repeal as funnily written as the original, if anything.

NEW GENERAL ASSEMBLY PROPOSAL DISCUSSION AND VOTE
---------------------------------------------------

Title: Supporting People with Disabilites
Author: Free Las Pinas (co-authored by Tinhampton)
Purpose: To ensure adequate access to support for people with disabilities (e.g. in housing or education), as well as general freedom from discrimination, in law and in practice.

Free Las Pinas wrote:The World Assembly,

Noting the importance of accessible infrastructure - particularly in the spheres of health, education, and communications - in allowing people with disabilities to effectively exercise their rights,

Concerned that, in addition to ableism, many people with disabilities regularly face discrimination and disadvantage on other grounds (such as race, sex, age, and - for most - low income), and

Recognising that - while legislation alone cannot serve to completely eradicate discrimination - an internationally recognized disability code to remedy the social disadvantages of people with disabilities and promote their equal participation in all spheres of life would be of at least some benefit in achieving that goal:

  1. Defines “people with disabilities” to be those that have a physical or mental impairment which, within their own, their guardian’s, or their doctor’s jurisdiction, has a detrimental or consequential effect on their capabilities to execute day-to-day activities;

  2. Requires member states to:

    1. Ensure that people with disabilities, within their jurisdiction, can conveniently access assistive technologies, housing programs, and mental health support services, relevant to their disability;

    2. Provide, in law and in practice, that no qualified applicants for any job receive worse terms and conditions, incentives, or allowances in their employment due to being disabled;

    3. Guarantee, to all people with disabilities, the right to all available, and relevant details regarding their personal medical condition; granted it is within their doctor’s capacity to provide such information;

    4. Refrain from the detainment, whether in medical facilities or otherwise, of people with disabilities, excluding the legitimate punishment of crimes and where it can be proven that the disabled person is a danger to others;

  3. Encourages member states to:

    1. Establish systems of special education for those with visual, hearing, or intellectual disabilities;

    2. Uphold a positive and inclusive stance on disability, particularly in mainstream media, schools, and workplaces;

    3. Utilise and conduct research to allow products and facilities to be used by anyone without the need for significant reworks and modifications; and

  4. Reaffirms the right to not be discriminated on the grounds of disability.

Background Information

Proposal title: 'Freedom of Association'
Author: Boston Castle
Purpose: To ensure that individuals can freely associate with any law-abiding organization without consequence.

.No Recommendation.
·

The Office's Analysis

Arguably one of the most basic pillars of democracy, the freedom to associate with organizations of an individual's choosing is sought to be internationally recognized by the at-vote resolution, "Freedom of Association". While doubtlessly of commendable intent, some concerns have been voiced regarding the exceptions to the general freedom of association that are listed in clause 1b, e.g. the exclusion of associations spreading messages of hate or undermining national security, which in their vagueness might open up unwanted loopholes allowing governments to effectively still outlaw associating with organizations unfavorable to them. However, no side could win a majority over these issues during internal voting. Thus, OWL doesn't recommend a specific vote on the at-vote resolution, "Freedom of Association".

Lucabaduka wrote:What little the resolution accomplishes is undone by itself. If there is a concern that governments may not allow their citizens to associate, such that it requires intervention by the World Assembly, for what reason is it also then prudent to empower those governments to criminalise citizens' association with it? What is the functional difference in effect between the two? It is problematic that the determination of what counts as a threat to "national security", what can be considered the "intention to spread a message of hate", are placed on governments. Governments are restricted from prohibiting association, but only so long as they do not invoke any of these easily-reachable exceptions which cause that association to land someone in prison. In the end, nothing is accomplished at all.

From the World

Shamian is the Chief Justice of the People's Tribunal and Vice Delegate of The Communist Bloc. On TCB's forums, they argued:

Shamian wrote:That's a hard NAY from me;

The wording in section 1b is so vague as to allow a government to outlaw pretty much anything it likes - defeating the whole idea that this law is supposedly based on, and protecting no freedoms whatsoever.
