Local Council

Hello! Welcome to The South Pacific, and it's regional message board (RMB)! It is a vibrant place where people from all around the world can hang out and talk. It is the region's primary place of communication, and is open to all types of conversations, debates, and overall fun. However, without some form of rules, the RMB would be a wild, annoying, and downright un-enjoyable place. And so, rules must be laid down and enforced. These are important to protect everyone's safety, dignity, and sanity. So we all ask that you please take the time to read the following rules, and try your hardest to follow them. Remember, there are consequences. Also keep in mind that for some rules, the Local Council can decide how to enforce them, so these might not always apply.
Here they are:

I. Do not spam. PLEASE.
Spamming is probably best described as a post that is either meaningless and unnecessary, a post that repeats the same thing multiple times, multiple posts of the same thing, etc.
Even though it should be obvious, it has been done before. Please don't spam. Spamming is bad.

II. English, Please.
We understand that many of you come from non english-speaking countries, all around the world. However, to avoid confusion among people who don't speak your language, we sincerely ask that you post stuff in english. Remember, there are tools like google translate to help you.
If you speak in another language, please add a translation to english in the same post.

III. No Endortarting or Recruiting.
Endortarting, or asking for endorsements on the RMB is not allowed at all.
Similarly, recruiting, or telling people to move to a region is also not allowed. Breaking these rules will lead to warnings and suppression.

IV. Roleplaying
Roleplaying on the RMB is legal, but excessive amounts of it is often looked down-upon. If you wish to roleplay, TSP has two regions who's RMB you can use for it, Knowhere, and Psomewhere. If a RP starts on the RMB, you should keep it to about 7-8 posts per person, before moving it to one of the RP regions.
Ultimately, it is up to the Local Council to decide how to enforce this.

V. Double-Posting
Double-posting, or posting two posts in a row, is once again not illegal, but is looked-down upon. If you want to post multiple things in one post, you are advised to use the edit tool.
Triple-posting (or more), is illegal, and will be suppressed.
The Local Council can decide how to enforce this.

VI. Debates
Nations on the RMB are run by people with all kinds of political views. So, that opens up a large possibility for debates to form. While this is perfectly legal, you should make sure you don't explode. If you do, the debate may require intervention.

VII. Trolling and Flaming
Trolling people, or flaming (deliberately attempting to aggravate them), is not at all allowed. We can warn and suppress you, as well as record the incident. In bad cases, you could be kicked from the region.

VIII. Follow the NationStates Rules.
Because TSP is in NationStates, the rules for the game still apply! (See here for them).

IX. No Inappropriate Things
Excessive swearing, harmful messages, sexual references, etc. will be suppressed on sight, and the moderators could even get involved.
Keep it up, and you will be booted from the region.

X. Listen to, and Respect the Admin
The regional officers (Local Council, CRS, Ministers, Delegate), are to be respected at all times, and you are to do what they say. Remember, they are here to benefit the region.

XI. Quoting
When you are responding to someone's post, please quote their post (by pressing the "quote" button), as it makes it less confusing.
Don't edit someone's post in a mean way.
Also, when quoting a suppressed post, delete what they wrote, and replace it with "-snip-." It makes the admin's jobs a lot easier.

XII. Spoilers
When you make a very long post, please add spoilers, so as to avoid taking up a large amount of the page.
Also, if you are giving a spoiler of a recently released book/movie, put it in a spoiler, to give people who haven't read/watched it a chance.

XIII. Respect Everyone
The golden rule; treat others how you want to be treated. Remember, behind the nations are other people!

Note: For some of the less-important rules, new nations may be given some leeway, so they can become accustomed to the rules.

Also, the LC is not allowed to suppress posts simply because you disagree with them. If that happens, inform the other two LC's.

Legislators,

A proposal has been introduced to amend Article 3 of the LinkElections Act.

The debate thread can be found Linkhere, and the voting thread is Linkhere.

A motion and a second have been received to bring this amendment to a vote.

As this proposal is for an amendment to a constitutional law, the voting period is five days and will require a three-fifths supermajority to pass. The vote will end on 15 January, 2019, at 1:30 p.m. (UTC).


Note: Words highlighted in green indicates additions to the text. Contrastingly, words highlighted in red indicates subtractions.

(2) On the first of every January and July, the Assembly will convene for the first round of Delegate elections.
a. Any eligible legislator wishing to run for Delegate may declare their candidacy, and the Assembly will debate the merits of their platform. Any player who has been banned from World Assembly membership will be considered ineligible and any candidate who is later discovered to be banned from World Assembly membership will be immediately disqualified.
b. The campaign and debate period will last one week, after which the Assembly will vote for 3 days.
c. This round of voting for delegate will be conducted using Approval Voting.
c. d. The two candidates ranked first and second under IRV with the highest number of approvals will move to a second round of voting conducted via a a poll of Native World Assembly members.
e. Should the voting result in a tie, more than two nations may move onto the second round of voting.

(3) After receiving the top two candidates in the forum election, the sitting Delegate election commissioner will create a week-long regional poll accessible to Native World Assembly members, instructing them to vote for their preferred candidate.
a. A Dispatch containing the campaigns of both all candidates will be created to aid voters in their choice.
b. The candidate who wins a majority of the votes will be declared the Delegate-elect.
c. If no candidate wins a majority of votes, the top two candidates will be placed in a runoff election, mimicking the previous round of voting.


A reminder that to maintain Legislator Status, you must vote in at least half of the votes each month that there are two or more votes. (New legislators are exempt from votes they couldn't have been around for, of course.) Alternatively, if you have good reasons for absence, you may file a Linkleave of absence, or display other activity in the Assembly.
