Ross didn’t know anybody was after his head. As far as anybody new the AnCaps only wanted to take the Eastern region and establish their own state, not pull a Vietnam and “Unify” it all.

Also, the speech took place in Haven, the capital city. You’d think a president would address the nation if a war was going on.

My mistake on the Ross reaction part though.
