I think that criminalization of addictive substances is generally speaking a bad idea. It causes people who are addicted to said substance to not only have to worry about the health risks and economic risks, but also the risk of being fined or even incarcerated.

If they are not criminalized, they are legal. They affect your perception of reality and your senses. Thus behaviour like driving a car, airplane or carrying a riffle and randomly shooting people after yet another syringe of heroin is kind of legalized under such "law", for a lack of better word - idiotic law.
If the mentioned above is actually logical fallacy...Let's consider that the only reason why narcomania isn't even more mass spread is the fact that it is generally considered a stigma. Those cannot by any means be called "functioning members of society". They are burden to the social and healthcare system. Dangerous to those around them. Potentially spreading diseases. Forcefully reintegrating them into the society and curing them of their dependency is the only option. As a person on drugs just "feels good" and more often than not just doesn't want to stop using them.
