Per person? I would need 6 bags ...
Passports, medications, first aid kit, glutenfree food for kiddo, two sets of clothes for everyone, cash money, smartphones plus chargers, entertainment for kiddos (pencils, puzzle books, cardstock etc.) Books to read, inflatable neck pillows, drinks, snacks, my high quality digital camera, and the sleep stuffed animal of my youngest. Oh, and toiletries. Sun blocker.

Then, just for me: camera, smart phone and charger, books, passport, cash money, toiletries, two sets of extremely foldable clothes but extra layers. Medication. And pens and paper.
If you are forced to move with 1 bag only, then you are in a hurry. This means that you should forget and ditch everything that is worthless. You cant buy yourself new documents. But you can buy everything for kids when you arrive. Even medicines, if they are not live saving ones, that you need to constantly have available. So, from these 6 bags, only 1 is essential. The rest you can buy when you arrive at your destination. Also, passports without diplomas and legalized documents mean nothing. You cant work are you are no one. Also, books are heavy. Consider ebook and buying them when you arrive. Not carrying them the whole way.
