Hydra is a raider military. Raiders don't safeguard regions. They take regions as trophies in remembrance of their conquests.
Kuriko is part of 10000 Islands, a defender region that has been around for longer than most players. If they need a region to be liberated (from Hydra no less) then it's because raiders are up to no good.

It's not being liberated for suspected imperialism, it's being liberated to keep it from becoming a trophy of Hydra Main Command and their fascist friends as well as to keep the region open to a possible future active native community.

In the past, yes. That’s part of the region the commend was originally repealed. However, they have since actually done commendable deeds, and thus, they were commended again, to properly document said deeds, make sure the commendation wasn’t a self-commend, and, yeah.
