I disagree: the role Head of State almost universally means that the position is a figurehead and potentially a source of non-binding counsel, whereas the Head of Government actually wields most of the power theoretically vested in the Head of State. Even if the reason for the odd way the PM and President share embassy authority is for a purely logistical reason, the fact that that language still stands in the Constitution, which has not changed since the addition of regional officers in NS, means that we still operate under that old system where the PM has limited power with respect to the logistics of FoPo, though not, I emphasize, with FoPo itself. I don't argue that the current system is one that should continue (one of the many reasons I'm calling the Constitutional Convention), but as things stands, according to written law and considerable precedent, the President has very little absolute power over anything other than war.
To mention also that the PM also is limited considerably by parliament, which can theoretically undo everything he does, while the President can limit the Parliament to a certain extent. It's not a balanced circle, but it's still a circle.

After 15 hours of fight, the President Guido Pell surrendered and at 2 pm The treaty of Gilei was signed. It said :

Point 1 :Ispais shall change its name to Ka-Bali and its flag, It shall also addopt the capitalist sistem.
Point 2 :Ka-Bali willbe dependant of Canarra, and the legislations passed will afect the colony.
Point 3 :The embassies with several countries will get closed.

Official Notification of the Ministry of Jurisprudence
Pursuant to Article VII, Section A, Clause 3, Subclause C of SO#2017-14 ("On Judicial Rights and Procedures"), I, as Minister of Jurisprudence, do hereby appoint Thomolia, Abdoa, and Aralunya to be the Justices of the Civil Court. These appointees will be subject to Parliamentary confirmation.

Also pursuant to said Act, Thomolia will initially serve an abbreviated term of 2 months, and Abdoa will serve an abbreviated term of 4 months. After those terms are complete, terms will be the normal six-month terms. This is so that one Justice is appointed every two months as opposed to all three being appointed at the same time.

It is important to note that while the Justices are appointed by the Minister of Jurisprudence, the Civil Court is completely independent from the Ministry and is actually a Commission of Parliament.

We basically can't; and this time of year is always a hard one for activity because lots of people are on vacation. Think of this as the summer recess if you like.
