You know, I had like an hour rant about this very thing to myself last night, when thinking about how to best deal with Alerusia's abnormal and rapid technological innovation.
The solution I came up with was that the Alerusian government would pay for any innovations that show up to get pursued... and if you refuse to take the money, they'll take the technology anyways.
That and if a technology is important enough the Government will just flat out repeal your patent and allow everyone to use it to develop their own stuff.

Combine that with the fact that the Alerusians had to pretty rapidly advance to out-pace the freeze-over of their continent and to ensure that they were utterly prepared if someone came to their new continent and tried to take it from them... and you get a generally rapid advancement of technology across the board, I'd think.
