That isnt how it works. Most of the people in mind are heavily into roleplay, I want to be heavily into roleplay, and I really want to act more realistic. You don't just have a world leader, for example, Emmanuel Macron, go to Putin, and say "Wanna be allies?"

I want to act how a politician would act. Not just asking for allies, and then writing it down. That isnt how it works.
Most of the time you do some sort of diplomatic exchange. Don't send your leader unless they're either extremely ballsy or extremely dumb, but send a diplomatic party and learn more about the nation while they learn about your nation from your diplomats. This will usually culminate in agreement to some sort of embassy exchange and/or alliance if it goes well.
