Project Gutenberg has a bunch of free novels online and they’re probably the best free e-book place you can find.
If you’re looking for a good novella then “I have no mouth and I must scream,” “Child X,” and “Harrison Bergeron” have all become Semi-famous.
Or, if all else fails, you can try the internet archive which has a bunch of stuff (videos, novellas, music, and yes even books.)
Edit: (I really shouldn’t have said this because it’s so niche, but I just feel sentimental towards ECCO. So if that’s what you’re looking for I’ll just put it here at the end: Eighteenth Century Collections online has a large collection of books from that period, but it does require you to sign up for a trail or for you to be in a school which signs you up for them)
