Volstokn is De jure an Absolute Monarchy will all power resting upon the shoulders of the Tsarina or whoever inhabits the Tsaral Crown. However the Tsaral Realm employs an Interesting Government System that allows all portions of the Government to enact, enforce, veto, and change laws in place of the Responsibility going to the Tsarina as her role has been almost fully changed to one of Advisory of the state, Using her power on behalf of the state when the branches get bogged down or can't come to an agreement, etc...

The Three Houses

At the ground level of Volstokn, Citizens can enjoy the privilege of voting for very local government if their Duchy's Duke/Duchess doesn't appoint someone to said position they are voting for, which most don't as its long been considered too totalitarian and could brew Discontent. City Mayors, School Board Members, Police Commissioners, and everything in between that doesn't rise upon its local jurisdiction / area. However they have the luxury of voting for people to represent their Duchy in the Herttuakunnanryhmänavo which is the Lowest and Weakest of Houses of the Volkish Legislative Branch.

Above the Elections of Mayors and other Local Positions there are the Dukes and Duchesses that act as Provisional Governors over their Duchy. For the longest time, the Region where Volstokn now dominates were a bunch of fractured Duchdoms, Kingdoms and Realms that were slowly absorbed into the then Volkland Tsaral Constituency. As Volkland absorbed these states into its Realm they replaced the former Dukes and Duchies with Volkish Ones. These Dukes appoint people to then represent their Administrations for the Alaskuninkonpano, the median branch of the Volkish Legislative Branch. One caveat to these Line of Successions where an upcoming Duke/Duchess be denied their position of the "The White System" a system that dates back to the 1750s where a separate, independent council made of people appointed by the Tsarina/Tsar that has the power to reject people's ascension to Duchdom Thrones if they don't need the qualifications.

At the toppest of the top is the Neuvostonhuone, a council made of all Dukes and Duchesses of all 32 of the Duchies of Volstokn as well as the Governor of the Autonomous Territory of Nordlando which still has a say in the Political System of the Tsaral Realm. Along with that, the Position of the Tsar within the Political System is the Speaker of the Neuvostonhuone, acting as the voice of reason and order within this High Council. While this House is technically a part of the Legislative Branch it is rarely handed new laws unless they are of high importance. The Neuvostonhuone is the broad Advisory Council for the Queen and can act on her behalf.

Tsarina in Governance

Ever since the foundation of the Tsaral Realm and even before that to the Grand Duchy of Volkland all the way back to 1450, the Person that held the crown, if that be Tsarina or Tsar, has held irrevocable Total Power within the Volkish Nation. They have the Power to override any action by the Herttuakunnanryhmänavo, Alaskuninkonpano, and the Neuvostonhuone without question. However over time the Position of the Tsarina/Tsar has slowly been changed from a position of full activity to one where their power is only utilized every now and then, especially with the foundation of the Neuvostonhuone and how it has grown over time to act on behalf or in place of the Tsar/ina which has kept Dukes and Duchesses Loyal over hundreds of years. Along with this, in 2017 she gave the Neuvostonhuone the power to declare wars with her approval.

Katja Hämäläinen II is the Head Royal of the Hämäläinen Dynasty, Tsarina of the Tsaral Realm of Volstokn, Chief Diplomat, Tsaral Generalissimo of the Armed Forces, Vice Head of Neuvostonhuone in place of the Tsar if needed, and so on.

Embassies

Throughout the many years of the Tsaral Realm with its Establishment in 1842 even before that with the Formation of the Tsaral Constituency of Volkland in 1795, Volstokn has found itself always keeping a direct channel to nations across Strangereal open and ready for use if need is to arise in case of emergencies, for the advancements of bustling relationships that have yet to form, or a way of communicating with Allies Governments; despite the Tsaral Realm's Non-involvement, Isolationist Policies The Volkish Ministry of Foreign Affairs has its doors open to mostly all nations that wish to form relations and establish Embassies in each other nations as a testimony to friendship or for ceremonial reasons.
