Well in Xeosia Later, if you were born in Xeosia you are thus Xeosian and if you are Laterian you are Laterian yet both states have the same leader thus you are Xeosia Laterian. Not that confusing right? Well here's the thing. If you were born from both a Xeosian and Laterian parent you are Xeosia Laterian first, this is also the case if you migrate to Xeosia Later and are accepted as a citizen. As a Xeosian or Laterian you are a sovereign being from the state while also being owned by the state because you are Xeosia Laterian. If you are Xeosia Laterian you are not a soveriegn being but you still are because you were either one or the other before hand meaning you are either not owned by the state but also owned by the state, or you are owned by the state but not owned by the state. Meaning the answer to the Question: are citizens of Xeosia Lateria owned by the state? is both yes and no at the same time.
