Maybe it's because he wants to keep pestering us with puppets to make an embassy with New Celtica but they do not reach the requirements for an embassy and probably won't just because of the pestering.

A few years ago we had a nation called United Koryo that created 150+ WA puppets. He’d endorse himself and the Vice delegate but not me (the delegate). I was watching as were our allies and we reported it to the mods. All 150 puppets were deleted except his main which was banned from the WA... just so we could know who the main culprit was.

Some sort of lame coup attempt. He was hoping to get his endorsements closer to mine because he thought I was a tyrant. So I banned him.
