The Interstellar Council, or "ISC" for short, is an interplanetary alliance that fulfills the role of supreme political/economic authority in the Milky Way Galaxy. I rule over the Xenan Occupation Zone, Planet Xena rules over me, and the ISC rules over Xena. That is the theory of the hierarchy as I understand it.
