Fugitive Militant Leader Captured
The Lyoa National Police Force in conjunction with the Anti-Terrorist Unit, executed a raid on a house occupied by militants of the Democratic Forces for the Liberation of Terranihil. Police surrounded the compound and demanded that all inside step out with their hands up. The response was gunfire. Two DFLT militiamen fired automatic rifles at the police and ATU. The shootout lasted for about 15 minutes before the militants retreated from their firing positions. Police then made the decision to breach. LNPF officers kicked down the door of the house and entered. They met a DFLT fighter who aimed a pistol at them. The police promptly shot and killed the man. The police once again called out for everyone in the house to surrender. There were no responses. Police forces cleared the first floor of the house, then moved to the second floor. There, the two fighters who initiated the shootout surrendered. They were placed into custody by the LNPF. Police cleared the second floor, then entered a room that the DFLT's leader, Mikel Therúnk, was occupying. The police made the arrest without any resistance.
The LNPF reported the arrest of Mikel Therúnk and two DFLT militants to Lt. Col. Zater Sral of the Terranilian contingent in Lyoa. An offer to transfer both the captured leader and the militants into the hands of his forces was given.
Lieutenant Colonel Sral accepts the offer and awaits his delivery. Most Terranilian forces have returned to Terranihil. A few planes remain in Altaia to escort Sral, Therúnk, and the last remaining Terranilian special forces out of Lyoa.
The National Progressive Party and the Terranilian citizenry in general are content with the end of the war. The status of the DFLT in Terranihil is unclear at the moment; Terranilian forces have stated that the group has become destabilized after the capture of Therúnk, though operations may continue under the command of Enók Avór.
1 Confirmed dead, 14 feared dead, and several missing amidst heavy flooding in Southeast Reia
Torrential rain in the southeastern prefecture of Kumamoto triggered massive flooding Saturday, leaving one woman dead, 15 people feared dead and nine others missing, local authorities said, as the weather agency warned of downpours to continue.
Around 203,200 residents were asked to take shelter in Kumamoto Prefecture and neighboring Kagoshima Prefecture. A total of 109 shelters opened in 17 municipalities in Kumamoto housing at least 871 evacuees.
A woman in the town of Ashikita in Kumamoto was confirmed dead, according to the local government. Of the 15 found showing no vital signs, 14 were at a nursing home in Kuma in the prefecture, near a river that overflowed. In hard-hit areas, cars and houses were submerged, leaving residents waiting for rescue on rooftops.
The Reia Meteorological Agency raised heavy rain warnings in many parts of the prefectures to the highest of three levels shortly before 5 a.m., the first time it has done so for the two prefectures.
The agency said heavy rains are forecast to continue through Sunday, warning of overflowing rivers, mudslides and flooding in low-lying areas.
The Kuma River overflowed and caused extensive flooding, and some 20 meters of a dike of the river in Hitoyoshi collapsed, according to a local bureau of the Ministry of Land, Infrastructure, Transport and Tourism. Amakusa in Kumamoto had seen record precipitation of 98 millimeters per hour, according to the agency.
The Kumamoto prefectural government requested the dispatch of Royal Ground Force personnel for disaster relief work.
Residents in Hitoyoshi, Yatsushiro and
some other villages in Kumamoto have been stranded as roads were cut off or flooded. Police, firefighters and RGF members have geared up in rescue efforts but are finding it difficult to reach some mountainous areas.
Haruka Yamada, a resident of Ashikita, said nearby houses were already flooded when she woke up to the sound of rain around 4 a.m.
"I saw large trees and parts of houses being washed away and heard them crashing into something. The air is filled with the smell of leaking gas and sewage," the 32-year-old said.
In Tanjō, Prime Minister Kazuma Sato told an emergency meeting of Cabinet ministers that about 10,000 Royal Armed Forces personnel would be mobilized for relief efforts, ordering the immediate shipment of relief supplies to affected residents.
Shinkansen bullet train services in the prefectures have been suspended, Kyushu Railway Co. said.
Deai Telegraph and Telephone West Corp. said some 33,100 phone lines in southern Kumamoto Prefecture were disconnected, affecting its internet services. Reia's top three mobile phone carriers, SoftBank Corp., KDDI Corp., and NTT Docomo Inc. also said there have been disruptions to its communication network in parts of Kumamoto, Kagoshima and Miyazaki prefectures.

Statement from the Office of the Consulate on the Closure of Embassies with The Union of Democratic States
I find it deeply unfortunate that the UDS has chosen to close embassies with us over disagreements with our region's moderation policy. Yesterday, I was contacted by the UDS President about our region's "culture and moderation policy" as well as to see if there were "improvements."
My response was the following,
- Our region has no harmful culture. We have members of all races, backgrounds, and sexualities. We have several government officials of varying ethnic and sexual identities. Harassment and bullying are not tolerated. Discrimination is not tolerated.
Any unironic, serious, or abusive uses of such words or connotations to them are swiftly met with deletions and warns, leading up to more severe punishments. Rules 4, 6, and 7 most directly address this. The n word in any abusive or hard r usage is not tolerated whatsoever. Neither is the bundle of sticks word.
The culture you are referring to doesn't exist. We put in regular work to ensure this is a free yet also safe and welcoming environment. I would encourage you to refocus your efforts to the actual pockets of racism and discrimination on this website, which we have consistently stood against.
While I understand you have nothing but reasonable and pleasant intentions, I can assure you I know my region's culture in a more contextualized way and that the above is accurate.
The President then asked for evidence of us enforcing the prohibition of the uses I mentioned, and I showed him infraction logs from Bones and Lovelton. The President then changed the topic to inquiring the defintion of slurs and asking why joking usage of certain (not all, whatsoever, plenty of terms and usages are not allowed in our region) terms are allowed. They also asked if a moderate policy on the matter would, in my opinion, "breed a community where it's very likely that the use of said slurs will be abused?"
My response was the following,
- 1) You asked for evidence, which you were given, and then you just changed the topic.
2) "a derogatory or insulting term applied to particular group of people." - By your logic, it seems I should punish people for the use of words like moron, regardless of the context and connotation.
3) No. Because we maintain a community in which abuse, harassment, and discrimination is not tolerated. So not, it wouldn't, in my opinion, because it's diligently regulated.
The President did not respond to me again following that conversation until this afternoon, informing me of a non-negotiable embassy closure. I responded to it with this brief statement,
I find it deeply saddening and unfortunate that the UDS is more concerned with jestful statements than the legitimately reactionary forces on NationStates, which we have time and again worked against. A partnership of three years is being squandered because you dislike our moderation policy of "as long as it's not abusive or hateful, and the recipient of the language is comfortable with it, we won't punish them."
Additionally, I find it concerning that the UDS is withdrawing on false pretenses, as hateful behavior is not tolerated here.
Clearly, there is a severe misinterpretation of our policy in the UDS. Harassment and discrimination are not tolerated (rule 6), abusive and unbecoming behavior is not tolerated (rule 7) and otherwise unsafe behavior is not tolerated (rule 4). We have a regional police force specifically set up to enforce these rules a moderation system through our bot to punish repeat offenders. Offending material is taken down.
What is not met with disciplinary action is obviously joking, satirical, and ironic material that is not abusive which the author AND the recipient(s) are comfortable with. If the recipient is uncomfortable and that has not yet been made clear by them, they may DM a government official or use the channel specifically created for reporting infraction-worthy behavior to our moderation team.
The Consulate finds it troubling that this policy is being misinterpreted to such an extent. Hate, flaming, discrimination, and harassment are in no way tolerated. People who walk this line or cross it are given special moderation protocols or met with more severe punishments. Plenty of examples of this can be cited.
The Consulate also finds it to be a lapse in priority that the UDS sees it fit to sever a partnership of over three years over misinterpretations, particularly one with a region that has taken an active role in working against regions that do allow hate and discrimination (specifically the League's operations in opposition to Farkasfalka).
The LCN and UDS have had a beneficial partnership (ranging from defending operations to Secretary-General elections) since the days of FORGE and our military leadership under Andrew du, and I have had a particularly cordial professional relationship with The Noble Thatcherites since the summer of 2017. It is deeply unfortunate that the Phoenix Coalition Administration has chosen to operate on incomplete and misinterpreted information, as well as to allow this historic alliance to go to waste.
That said, we wish the UDS the best in its future endeavours, and would be open to a re-introduction of cooperation, but we nonetheless admit that it seems unlikely if the misrepresentation of our regional culture were to continue and if more effective and understand dialogue were not established.
I would like to add that The Leagues Police Force always has and always will be quick to put down any rule breaking behaviour, especially if it uses any kind of intolerant language. It is a shame to see such a close ally of ours close their embassy with us

I hate to use this as an opening but as someone who is both gay and and a person of color (brown) I'm really just sick of people trying to pick at smaller jokes, teasing, etc instead of maybe trying to help at the actual homophobia and racism in this world? Lieutenant Colonel Sral and a team of Terranilian and Lyoan special forces have arrested Andrés Andino Cazalla, the former leader of the Creeperian Government-in-Exile. Andino Cazalla was protected by a few soldiers who were quickly eliminated by the joint force. Andino Cazalla is being held in Kalole, Altaia and is awaiting extradition.
